PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to develop an understanding of the legislation and policies related to the provision of Immigration Services in South Africa. This will form the underpinning knowledge for a career at an Immigration Service Centre in the Department of Home Affairs.

Successful learners from the Department of Home Affairs and external learners wishing to serve at an Immigration Service Centre will acquire the competencies to provide quality services. These Immigration Services will cover the knowledge, skills and attitudes required to manage Immigration Service Centres (Port of Entry, permitting, foreign missions and Inspectorate).

Qualifying learners will be able to:
  • Interpret legislation related to the provision of Immigration Services.
  • Interpret sections of the Criminal Procedures Act that relate to the provision of Immigration Services.
  • Identify and enforcing policies related to Immigration Services.
  • Apply International agreements and Regional conventions on Immigration Services.

    The enforcement of Immigration Services related legislation is analysed in accordance with Home Affairs Departmental processes and procedures.

    Legislation related to the provision of Immigration Services and its implementation is analysed in terms of their shortcomings and benefits.

    Identified sections of the Criminal Procedures Act related to the provision of Immigration services are analysed with reference to organisational provisions. 
    ASSESSMENT CRITERION RANGE 
    Sections include, but is not limited to: search and seizure, arrest, release, hearings, pleas, evidence, sentences, appeals, body prints, convictions, notices, fines etc.
     

    ASSESSMENT CRITERION 2 
    Limitations, rights and powers of the Immigration official are explained in accordance with the Criminal Procedures Act and organisational procedures. 

    ASSESSMENT CRITERION 3 
    The role of accountability in terms of departmental policies and procedures is explained to ensure control at an Immigration Service Centre. 

    ASSESSMENT CRITERION 4 
    Implications for the official and the organisation of not adhering to the procedures as outlined in the Criminal Procedures Act is explained in relation to the provision of Immigration Services.

    Apply International agreements and Regional conventions on Immigration Services.

    Regional conventions on Immigration Services are identified in terms of their applicability for SADC countries.

    The function and purpose of the International agreements and Regional conventions are explained in relation to the provision of Immigration Services. 

    ASSESSMENT CRITERION 4 
    The International agreements and Regional conventions are applied in accordance with Home Affairs Departmental procedures in a given case study. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in the field of Law, Military Science and Security or a related sub-field of Safety in Society at a minimum of NQF Level 6.
