PURPOSE AND RATIONALE OF THE QUALIFICATION 
In the context of the in-flight industry, this qualification will enable professional service and care to enhance passenger satisfaction and management of the overall safety of the aircraft and of passengers. A qualifying learner will be able to contribute positively towards a professional and safe service to in-flight passengers as a part of Southern Africa's tourism sector.

A learner who has achieved this qualification will be capable of combining a range of self-organisation and life-long learning skills with a working knowledge of South African and tourism issues, and integrating these within a context to produce a multi-skilled practice.

In addition they will be positioned to further their learning, practice and career within the in-flight industry. Expansion into other sub-sectors of tourism is also possible. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that learners wishing to enter a programme leading to this qualification have literacy, numeracy and communication equivalent to NQF Level 4.

On achieving this qualification, the learner will be able to:

1. Ensure safe travelling by proficiently performing in-flight safety and emergency procedures as laid down by the Civil Aviation Authority and International Civil Aviation Organisation regulations.
2. Perform and manage functional administrative procedures according to the organisation's national and international aviation requirements, thereby ensuring effective tracking of incidents and building a record of safety practices.
3. Maintain a high standard of hygiene on board an aircraft to thereby protecting the travelling public against unhygienic conditions.
4. Ensure passenger satisfaction and comfort from boarding to disembarkation and contribute to maintaining ongoing continued passenger satisfaction.
5. Complete a duty free transaction.
6. Monitor and improve own performance based on critical reviews and self-evaluation.
7. Reflect on what they have learnt about themselves as a learner. 

ASSOCIATED ASSESSMENT CRITERIA 
Integrated assessment:

Integrated assessment at the level of qualification provides an opportunity for learners to show that they are able to integrate concepts, ideas and actions across unit standards to achieve competence that is grounded and coherent in relation to the purpose of the qualification.

Integrated assessment must judge the quality of the observable performance, but also the quality of the thinking that lies behind it. Assessment tools must encourage learners to give an account of the thinking and decision-making that underpin their demonstrated performance. Some assessment practices will be of a more practical nature while others will be of a more theoretical nature. The ratio between action and interpretation is not fixed, but varies according to the type and level of qualification.

A broad range of task-orientated and theoretical assessment tools may be used, with the distinction between practical knowledge and disciplinary knowledge maintained so that each takes its rightful place.

In particular assessors should check for:

The learner must demonstrate an ability to consider a range of options and make decisions about:

1. Appropriate responses to passenger needs and/or distress.
2. Appropriate responses in an event of emergency.
3. Correct identification and immediate assessment of potential emergency hazards.
4. Immediate assessment of hazardous situations and correct action to address and maintain aviation safety.

The learner must demonstrate an understanding of:

1. Regulations pertaining to aviation safety procedures.
2. Care techniques for Special Attention Passengers and/or Medically Compromised Passengers.
3. Relevant Aviation documentation, customs and excise requirements, relevant recording systems and procedures.
4. The importance of the tourism industry as a whole and the in-flight industry as part of that system.

The learner must demonstrate an ability to:

1. Use information reflected in logbooks, forms, flight records to reflect on own achievement and enhance future performance.
2. Assess situation and implement corrective measures to prevent a recurrence of the condition.
3. Correctly identify and respond appropriately to the needs and expectations of passengers including Special Attention Passengers and/or Medically Compromised Passengers.
4. Apply interpersonal skills and maintain sound interpersonal relations.
5. Passenger needs and expectations, including those with specific needs are correctly identified and responded to appropriately. 

INTERNATIONAL COMPARABILITY 
Most airline members involved in the process are associated with the International Air Transport Association. All standards and the qualification have therefore been implicitly benchmarked against international practices because they have a fair idea of international standards because they operate in that context.

A fair amount of airline activity is prescribed by the Civil Aviation Association and international legislation. Therefore, legislation has benchmarked for us.

However, incorporating these unit standards into a tourism qualification, adds a specific South African angle to the qualification, which is an advantage as it enhances portability within the broader local tourism industry. 

MODERATION OPTIONS 
Anyone assessing a learner against this qualification must be registered as an assessor with the relevant ETQA.
Any institution offering learning that will enable achievement of this qualification, or assessment against this qualification must be accredited as a provider with the relevant ETQA.
Moderation of assessment will be overseen by the relevant ETQA according to agreed ETQA procedures.

Therefore anyone wishing to be assessed against this qualification may apply to be assessed by any assessment agency, assessor or provider institution which is accredited by the relevant ETQA.
