PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to perform logistics management activities within the supply chain environment of the public sector. Logistics Management (LM) is one of the elements of the Supply Chain Management model; the other elements being demand management, acquisition management and disposal management. Learners will understand the regulatory framework for logistics management in the public sector and perform a variety of logistics management activities in the public sector, within this framework.

A learner credited with this unit standard will be able to:
  • Understand the regulatory framework, the role-players, terminology and concepts related or pertaining to logistics management.
  • Implement logistics management processes.
  • Explain and perform warehouse related activities.

  • UNIT STANDARD RANGE 
    Public sector means or includes all three spheres of government (national, provincial and local), as well as any agency that is funded by the State.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate understanding of the regulatory framework, the role-players, terminology and concepts pertaining to logistics management (LM). 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Aspects of the regulatory framework are identified and explained reflecting their impact on the LM process. 
    ASSESSMENT CRITERION RANGE 
    Various elements of regulatory framework include, but are not limited to, the Public Finance Management Act, Municipal Finance Management Act, Occupational Health and Safety Act, policies, treasury instructions and guides.
     

    ASSESSMENT CRITERION 2 
    The role-players involved in LM are identified and their responsibilities and areas of accountability are discussed. 
    ASSESSMENT CRITERION RANGE 
    Role-players include but are not limited to national treasury, provincial treasury, accounting officers, departmental head of SCM, SCM practitioners.
     

    ASSESSMENT CRITERION 3 
    Concepts are defined in terms of their uses in the LM environment. 
    ASSESSMENT CRITERION RANGE 
    Concepts include but are not limited to ordering, replenishment, receiving, preservation, inventory techniques.
     

    ASSESSMENT CRITERION 4 
    Different types of stock control techniques and their impact on the replenishment of goods are compared in order to determine applicability within the LM process. 
    ASSESSMENT CRITERION RANGE 
    Techniques include but are not limited to ABC Analysis, Just in Time principle, A to G Inventory Analysis Techniques.

    Implement logistics management processes.

    ASSESSMENT CRITERION 1 
    Item identification of goods is described in terms of its importance and conducted as per organisational requirements. 

    ASSESSMENT CRITERION 2 
    Accountable requisitioning and ordering processes of goods and services are understood and performed according to organisational procedure. 

    ASSESSMENT CRITERION 3 
    The way in which goods are received is explained and the goods are verified against order, specifications and other criteria. 

    ASSESSMENT CRITERION 4 
    The distribution of goods to internal and external cost centres is explained and applied according to best practice procedure. 
    ASSESSMENT CRITERION RANGE 
    Distribution takes place either to a warehouse or the end user.
     

    ASSESSMENT CRITERION 5 
    The general principles pertaining to stocktaking are discussed to facilitate the stock taking procedure. 

    ASSESSMENT CRITERION 6 
    Best practice procedures related to stock counting and stocktaking are understood and conducted in terms of an approved stock-taking plan and departmental procedures. 
    ASSESSMENT CRITERION RANGE 
    Stock can be assets in stock or on distribution.
     

    ASSESSMENT CRITERION 7 
    Discrepancies from stocktaking are investigated and dealt with according to best practice procedures. 

    ASSESSMENT CRITERION 8 
    The preparation of documents for making payment is explained and the documents are prepared and verified for correctness, completeness and validity.

    The performance of the supplier is assessed in terms of delivery, quality and quantity of the goods and services and a report is prepared.

    ASSESSMENT CRITERION 1 
    The warehouse is discussed in terms of its importance and as being part of the infrastructure in logistics management. 
    ASSESSMENT CRITERION RANGE 
    Aspects to discuss include but are not limited to, size, location, systems, handling and equipment (forklifts, pallets, conveyors, trolleys, dock equipment), operations (movement of inventory, short or long term storage, seasonal demand).
     

    ASSESSMENT CRITERION 2 
    The Administrative Management Function and the Warehouse Management Function are explained in terms of their differences. 

    ASSESSMENT CRITERION 3 
    Inventory control and replenishment of goods are discussed and performed according to the Logistic Administration Process. 

    ASSESSMENT CRITERION 4 
    The procedures of to handle, mark, safeguard, preserve and packaged are explained and conducted according to organisational procedures. 

    ASSESSMENT CRITERION 5 
    Goods are stored in accordance with organisational department procedures. 
    ASSESSMENT CRITERION RANGE 
    Storage will include knowledge of different storage systems.
     

    ASSESSMENT CRITERION 6 
    Warehouse design and layout principles are discussed in terms of storage requirements. 
    ASSESSMENT CRITERION RANGE 
    Principles include demand forecast, receiving and issuing areas, order selection space, storage space, safety aspects.

  • An individual wishing to be assessed (including through Recognition of Prior Learning) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
