PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for people who work in the field of marine engineering in the South African Navy. A learner who has achieved the Outcomes of this Unit Standard will be useful to the South African Navy in that they will be able to:
  • Conduct induction of new employees to the workplace.
  • Administer leave benefits.
  • Administer basic requests.
  • Manage grievances in the workplace.
  • Provide assistance on social welfare issues.

  • UNIT STANDARD RANGE 
    The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW) codes and South African Maritime Safety Authority (SAMSA).

    SPECIFIC OUTCOME 1 
    Conduct induction of new employees to the workplace. 
    OUTCOME RANGE 
    The workplace is limited to a naval vessel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    New employees are informed of all relevant duties and responsibilities in a manner that sets them at ease but conveys the importance of performing tasks correctly. 

    ASSESSMENT CRITERION 2 
    Work areas and facilities are indicated with an explanation of the purpose for each area. 

    ASSESSMENT CRITERION 3 
    New employees are introduced to key personnel with an explanation of how each person's role supports the role of the employee. 

    ASSESSMENT CRITERION 4 
    Operational procedures and standing orders are explained in relation to the different roles of personnel. 

    ASSESSMENT CRITERION 5 
    Sources of information and equipment are explained to new employees in relation to their particular needs, duties and responsibilities.

    ASSESSMENT CRITERION 1 
    Leave requests are investigated to ensure that the correct type of leave is applied for. 

    ASSESSMENT CRITERION 2 
    Leave credits are determined in accordance with accepted South African Navy protocols. 

    ASSESSMENT CRITERION 3 
    Convenience of requested leave is determined according to ship schedules and work activities. 

    ASSESSMENT CRITERION 4 
    Leave dates are negotiated around planned ship schedules and work activities. 

    ASSESSMENT CRITERION 5 
    Leave is recommended to relevant personnel with justification against ship schedules and work activities. 

    SPECIFIC OUTCOME 3 
    Administer personnel requests and statements.

    Basic requests include but are not limited to:
  • Requests for training, promotion or transfers.

    ASSESSMENT CRITERION 1 
    The process of handling a request is identified using South African Navy policies and divisional systems. 

    ASSESSMENT CRITERION 2 
    Requests that fall outside the South African Navy policies are identified and dealt with on merit with due regard to the urgency of the request. 

    ASSESSMENT CRITERION 3 
    Requests are dealt with in accordance with accepted protocols and ethical standards. 

    SPECIFIC OUTCOME 4 
    Manage grievances in the workplace. 
    OUTCOME RANGE 
    Grievances include perceived persecution, victimisation, lack of advancement and sexual harassment.

    ASSESSMENT CRITERION 1 
    Grievances raised are investigated in accordance with South African Navy policies and procedures. 

    ASSESSMENT CRITERION 2 
    Grievances that can be resolved without a formal grievance procedure are dealt with in a manner that promotes good working relations amongst team members. 

    ASSESSMENT CRITERION 3 
    Grievances that have substance are recorded and advanced to relevant personnel in accordance with South African Navy policies. 

    ASSESSMENT CRITERION 4 
    Complaints are noted and actions taken are appropriate to reduce the reoccurrence of similar complaints, and in line with South African Navy/merchant navy policies and procedures. 

    SPECIFIC OUTCOME 5 
    Provide assistance on social welfare issues.

    Social welfare issues include:
  • Marriage problems, death of significant persons, illegitimacy accusations and assistance with civilian court proceedings.

    Issues are recorded and reported to authorised persons in accordance with South African Navy/merchant navy policies and procedures.

  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA.

  • Every learner for the issue of a certificate of competency as deck or engineer officer must be assessed at one or more of the following levels:
    > Level 1; this assessment is carried out during qualifying service on a ship and involves the practical demonstration that the required level of competency has been reached or during training at an accredited institution, and must be carried out aboard ship by one or more designated ship's officers and ashore by one or more assessors.
    > Level 2; this assessment is carried out during qualifying service on a ship or during training at an accredited training institution, and must be carried out by an assessor.
    > Level 3; this assessment is carried out by an examiner and an assessor when a learner presents himself or herself for oral examination.
  • All units of competency that are to be assessed at level 1 or 2 must be indicated in the training record book issued to the learner.
  • Only an assessor may sign off a unit of competency in the learner's training record book when the learner is considered to be ready for the next level of assessment (if any) and has successfully demonstrated competency in the unit as specified in the Code for South African Maritime Qualifications (the Code).
