PURPOSE OF THE UNIT STANDARD 
This unit standard is for people who work in the field of marine engineering in the South African Navy and are required to carry out Class C scheduled maintenance activities on board a ship. A candidate who has achieved the outcomes of this unit standard will be useful to the South African Navy in that they will be able to:
  • Demonstrate knowledge of the naval maintenance documentation system.
  • Plan maintenance for South African Navy Vessels.
  • Conduct planned maintenance.
  • Evaluate and report on maintenance activities.

    The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) codes and South African Maritime Safety Authority (SAMSA).

    Demonstrate knowledge of the naval maintenance documentation system.

  • SANLOGS (SA Navy Logistics) documentation and Nuclear Biological Chemical Defence (NBCD) equipment. 

  • ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The purpose of the South African Navy Planned Maintenance Documentation System (PMS) is described in terms of its benefits in ensuring regular maintenance of components at appropriate intervals. 

    ASSESSMENT CRITERION 2 
    The importance of adhering to a maintenance schedule is explained with respect to prevention of maintenance faults. 

    ASSESSMENT CRITERION 3 
    The operation of the PMS is described in terms of identification of components and maintenance required. 

    ASSESSMENT CRITERION 4 
    The process of integrating unscheduled maintenance work into the PMS is described in accordance with documentation control procedures. 

    ASSESSMENT CRITERION 5 
    Procedures for reporting defects found are explained according to South African Navy reporting procedures. 

    ASSESSMENT CRITERION 6 
    Consequences of not correctly reporting identified defects are explained in terms of potential breakdowns, damage and serviceability of the ship.

    Plan maintenance for South African Navy Vessels. 
    OUTCOME RANGE 
    Limited to maintenance of equipment in a given section, and includes Depth A, B and C maintenance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Maintenance activities are categorised into pre-determined maintenance periods. 
    ASSESSMENT CRITERION RANGE 
    Maintenance periods include: Self Maintenance Period (SMP), Assisted Maintenance Period (AMP), Docking and Essential Defect Period (DED), Refits; Ships in Reserve.
     

    ASSESSMENT CRITERION 2 
    The plan incorporates the prescribed vessel's PMS items and can be executed in a structured manner, at the correct intervals and in the most economical way. 

    ASSESSMENT CRITERION 3 
    The plan is conducive to the agreed operational long and short-term performance and operating pattern at minimum resource costs and within the constraints of safety and ship condition. 

    ASSESSMENT CRITERION 4 
    Duties and responsibilities of administration personnel are described in accordance with maintenance orders. 

    SPECIFIC OUTCOME 3 
    Conduct planned maintenance. 
    OUTCOME RANGE 
    Limited to maintenance of equipment in a given section, and includes Depth A, B and C maintenance.

    ASSESSMENT CRITERION 1 
    Maintenance items are kept in day-to-day running order. 
    ASSESSMENT CRITERION RANGE 
    Includes operations such as:
  • Functional or confidence checking, health monitoring, replenishment, daily routine servicing, loading of computer tapes and discs, diagnosis of defects or simple rectification.
     

  • ASSESSMENT CRITERION 2 
    Faulty components are identified in accordance with the standard maintenance procedures. 
    ASSESSMENT CRITERION RANGE 
    This may be with the aid of Built in Test Equipment (BITE), Common Range Electronic Test Equipment (CRETE), or by using the fault diagnosis information in the technical manual.
     

    ASSESSMENT CRITERION 3 
    Faults are corrected in accordance with standard maintenance procedures. 
    ASSESSMENT CRITERION RANGE 
    Maintenance procedures include: fault diagnosis, removal and replacement procedures.
     

    ASSESSMENT CRITERION 4 
    The system is calibrated and tested to ensure operation within given parameters. 

    ASSESSMENT CRITERION 5 
    Functional and physical maintenance procedures are developed that provide acceptable technical descriptions for the maintenance of systems and equipment.

    Evaluate and report on maintenance activities.

    Functionality of maintained equipment is checked against standard operating specifications. 

    ASSESSMENT CRITERION 2 
    Maintenance activities are recorded and reported to appropriate personnel in accordance with accepted naval practices. 

    ASSESSMENT CRITERION 3 
    Consequences of not recording and reporting maintenance activities are explained in terms of maintenance control and operational condition of the vessel. 

    ASSESSMENT CRITERION 4 
    The report is compiled in accordance with organisational requirements.

  • Every candidate for the issue of a certificate of competency as deck or engineer officer must be assessed at one or more of the following levels:
    > Level 1; this assessment is carried out during qualifying service on a ship and involves the practical demonstration that the required level of competency has been reached or during training at an accredited institution, and must be carried out aboard ship by one or more designated ship's officers and ashore by one or more assessors.
    > Level 2; this assessment is carried out during qualifying service on a ship or during training at an accredited training institution, and must be carried out by an assessor.
    > Level 3; this assessment is carried out by an examiner and an assessor when a candidate presents himself or herself for oral examination.
  • All units of competency that are to be assessed at level 1 or 2 must be indicated in the training record book issued to the candidate.
  • Only an assessor may sign off a unit of competency in the candidate's training record book when the candidate is considered to be ready for the next level of assessment (if any) and has successfully demonstrated competency in the unit as specified in the Code for South African Maritime Qualifications (the Code).
