PURPOSE OF THE UNIT STANDARD 
This unit standard is designed for the law enforcers and it encompasses empowering them on how to conduct specialised investigations internally and or across borders into human trafficking, gather the evidence needed to prosecute traffickers under existing laws and the implications for law enforcement officials.

Learners credited with this unit standard will be able to:
  • Investigate alleged human trafficking.
  • Conduct proactive intelligence-gathering in an international environment where co-operation and exchange of intelligence information is essential.
  • Demonstrate knowledge of case examination methods.
  • Analyse and motivate reasons for admitting victim in the protection unit.

    Scenarios where human trafficking is likely to take place are identified and analysed in terms of their nature. 

    ASSESSMENT CRITERION 2 
    The nature of human trafficking is established and described in terms of who the role players are Nationally and Internationally. 

    SPECIFIC OUTCOME 2 
    Conduct proactive intelligence-gathering in an international environment where co-operation and exchange of intelligence information is essential.

    ASSESSMENT CRITERION 1 
    Human trafficking is analysed and described in terms of its contexts. 
    ASSESSMENT CRITERION RANGE 
    Human trafficking contexts includes but is not limited to its place of origin, means of recruitment, transportation and destination, the value chain of human trafficking.
     

    ASSESSMENT CRITERION 2 
    Intelligence information on a human trafficking case is identified and categorised according to themes and patterns. 
    ASSESSMENT CRITERION RANGE 
    Intelligence includes and is not limited to:
  • Thematic strategic intelligence and operational intelligence; that concerns the personal details and addresses of subscribers, ownership or rental agreements and financial transactions.

    Raw intelligence as a source is evaluated for usefulness in terms of legislative requirements.

    Intelligence and Surveillance Corroboration is evaluated and analysed to acquire quality evidence.

    Intelligence includes:
  • Video recording of the surveillance operation itself.
  • Unassailable record of the evidence and operation.
  • Record of conduct - police agencies and suspects.
  • Local authority/commercial/internal CCTV systems at petrol stations, borders, airports, casinos, banks etc.
  • Documentary corroboration: Passport, ID and visa-application, ticket bookings, bank transactions, travel reservations, etc.

    Investigative principles underpinning investigations are scrutinized for insights and to provide guidance.

    Investigative methods in relation to human trafficking are analysed to provide a perspective on best investigative method(s).

    Reactive, Proactive, Disruptive and Parallel Financial Investigation Methods.
     

    ASSESSMENT CRITERION 3 
    The steps to conduct investigation prior to, during and post the arrest operation are explained in accordance with laid down procedures.

    Evidence gathering techniques are analysed according to applicable policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Techniques include but are not limited to intrusive technical surveillance, undercover officers, test purchases and controlled deliveries.

    Analyse and motivate reasons for admitting victim in the protection unit.

    ASSESSMENT CRITERION 1 
    Legislative provisions for the protection of witnesses in South Africa is analysed to ensure proper procedures are adhered to. 

    ASSESSMENT CRITERION 2 
    Critical elements are identified and managed in order to protect victims during the witness protection. 

    ASSESSMENT CRITERION 3 
    Victim safety is managed by means of witness protection programmes and identifying victims for safe keeping. 

    ASSESSMENT CRITERION 4 
    Protective measures during criminal proceedings are identified and utilised to safeguard the safety of the victim. 
    ASSESSMENT CRITERION RANGE 
    Protective measures include but are not limited to closed-circuit television, intermediary, in camera hearings.

    Conduct an interview with a victim of human trafficking.

    Information required is analysed in order to check for necessity of the interview and to identify gaps in the evidence. 

    ASSESSMENT CRITERION 2 
    The possible impact of the interview with the victim of human trafficking is analysed in terms of risk assessment procedures.

    Need for interpreter, culture, age, gender, internal and cross border issues, human traffickers.
     

    ASSESSMENT CRITERION 3 
    Interviewing techniques and aids are selected and utilised according to the nature of the interview.

    Human trafficking key elements are considered and utilised when interviewing children. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed against the unit standard (including through Recognition Prior of Learning) may apply to an assessment agency, assessor or provider institution accredited by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate memorandum of understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
