PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in the Department of Home Affairs who provide operational civic services at regional centres, head office or in missions abroad. It will be useful for both new employees and for employees who are already in service, but do not have formal qualifications and are therefore unable to progress within the Department. It will also be useful for Refugee Reception Officers (RROs) It should enable learners to provide efficient services while complying with relevant legislation and regulations.

The qualifying learner is capable of:
  • Discussing possible ways of establishing identity.
  • Discussing different interview techniques.
  • Analysing an application.
  • Interviewing an applicant to obtain additional information.
  • Interviewing a witness to verify information.
  • Making a decision based on available information.

    It is assumed that the learner has the following knowledge and skills:

    Discuss possible ways of establishing identity. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Documents that can be used to prove identity are identified and an indication is given of the importance of establishing authenticity. 
    ASSESSMENT CRITERION RANGE 
    Documents include, but are not limited to birth, marriage, maternity and baptismal certificates, Identity Documents, travel documents, hospital/clinic cards and photographs.
     

    ASSESSMENT CRITERION 2 
    The use of affidavits as evidence is discussed with reference to when affidavits are appropriate and problems associated with this type of evidence. 

    ASSESSMENT CRITERION 3 
    Physical appearance, distinguishing marks and cultural practices as possible means of inferring identity are explained with reference to the dangers of stereotyping. 

    ASSESSMENT CRITERION 4 
    Language as a possible means of inferring identity is explained with reference to regional dialects, accents, pronunciation and the dangers of generalisation. 

    ASSESSMENT CRITERION 5 
    Situations where witnesses may be used to establish identity are described with reference to current legal requirements.

    ASSESSMENT CRITERION 1 
    Techniques used in interviewing are explained with reference to establishing rapport, active listening, questioning and analysing verbal and non-verbal responses. 

    ASSESSMENT CRITERION 2 
    The adaptation of interview techniques to meet changing situations is explained with reference to controlling the interview, obtaining information and evaluating the information against the facts of the application.

    ASSESSMENT CRITERION 1 
    An application and its associated documents are analysed for completeness and consistency and the application is verified using electronic and/or other sources. 

    ASSESSMENT CRITERION 2 
    Suspicious or questionable information relating to processing is identified in an application and an indication is given of how the matter could be investigated. 

    ASSESSMENT CRITERION 3 
    Additional information that may be required to establish identity is identified to inform an interview.

    The attitude and approach of the applicant is assessed to inform the direction of the interview.

    Verbal and non-verbal communication is analysed to infer truthfulness, co-operation and possible deception.

    Probing questions are asked to obtain specific information and achieve the purpose of the screening.

    Responses are analysed for consistency with the written documentation.

    The affects of preconceived assumptions, prejudice and stereotyping and issues of diversity on an interview situation are explained with examples.

    Reasons why a witness should be interviewed separately from an applicant are explained with examples. 

    ASSESSMENT CRITERION 2 
    The credibility of a witness is assessed with reference to the background of the witness and the witness relationship to the applicant.

    Questions are asked to enable the interviewer to reject or confirm the information obtained from the applicant. 

    ASSESSMENT CRITERION 4 
    The consequences of providing incorrect or false information are explained with reference to possible prosecution.

    Supporting documents submitted as proof are analysed for authenticity.

    Knowledge of relevant legislation and circulars is applied to a situation and a decision is made about the identity of an applicant.

    A recommendation is made, substantiated and reported with reference to relevant legislation.
