PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people who are responsible for promoting the equality and diversity, rights and responsibilities of people in the housing sector to assist people interacting with the housing environment to make their own decisions in terms of their preferences and choices to meet their housing needs. It will also equip learners with knowledge and skills of promoting community involvement in housing development processes in their respective communities.

The qualifying learner is capable of:

  • Promoting people's right to the confidentiality of information.
  • Promoting community's involvement in housing development processes.

    The people's rights to access adequate housing is explained in terms of the Constitution. 

    ASSESSMENT CRITERION 2 
    People's right to make their own decisions in the context of their housing needs is recognised and explained with examples. 

    ASSESSMENT CRITERION 3 
    People's equality to services and facilities is explained within the contexts of legislation and organisational policies.

    Ways of giving support to those people who are unable to exercise their rights personally are explained with examples.

    The effects of social and economic conditions of communities in housing markets are analysed and explained in relation to the capacity of local communities to access housing given the local factors.

    The principles of equity on the housing sector are explained in terms of how they relate to people's housing needs.

    The importance of acting in a way which is consistent with people's expressed beliefs and views pertaining to housing issues is explained in accordance with examples.

    The effect of equality and inequality on people social well-being is explained within the context of housing provision. 

    ASSESSMENT CRITERION 5 
    Anti-discriminatory practice is promoted in ways which are consistent with professional and legislative frameworks and organisational policy.

    Requirements and demands of housing consumers are identified and described in order to determine various forms of community involvement in housing development processes.

    The advantages and disadvantages of community involvement in housing development processes are identified and discussed within context. 

    ASSESSMENT CRITERION 3 
    Suitable methods of promoting community involvement are identified and described in terms of their relevance. 

    ASSESSMENT CRITERION 4 
    Participation of community in housing development processes is reviewed in order to identify any risks or opportunities in further development of community involvement in housing development processes. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.     Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
