PURPOSE OF THE UNIT STANDARD 
Learners who achieve this unit standard will be familiar with the range of delivery mechanisms for housing, and understand the implications for themselves of choosing different mechanisms in terms of national public housing programmes as implemented by government at provincial and local levels including the private sector.

Learners will be able to:
  • Understand housing delivery options for housing provision.
  • Explain the implications for oneself and the community of each housing delivery mechanism.
  • Identify a financial or funding model for each housing delivery mechanism.
  • List the rights and responsibilities of role-players in housing provision.

    Different types of housing consumers in the entire property market are identified and described in terms of their affordability levels. 
    ASSESSMENT CRITERION RANGE 
    Different types of housing consumers include but are not limited to low-income earners, middle-income earners and high-income earners.

    Housing delivery mechanisms are listed and named on the basis of the general housing property market. 

    ASSESSMENT CRITERION 3 
    The nature and characteristics of each housing delivery mechanism are listed and explained in the context of size, structure, advantages and disadvantages. 

    ASSESSMENT CRITERION 4 
    The construction method of each housing delivery mechanism is described with examples. 

    SPECIFIC OUTCOME 2 
    Explain the implications for oneself and the community of each housing delivery mechanism.

    Implications refer to but are not limited to financial, physical, cultural, and social.

    Identify a financial or funding model for each housing delivery mechanism. 
    OUTCOME RANGE 
    Funding models include credit-linked subsidy, non-credit linked subsidy, project-linked, people's housing process, savings, loan for the material etc.

    A distinction is made between a funding model and a financial model in relation to the appropriate mechanism.

    Main features of each model are described with examples.

    List the rights and responsibilities of role-players in housing provision. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The rights and responsibilities of those who co-ordinate the delivery of housing are described within the context of legislative provisions. 

    ASSESSMENT CRITERION 2 
    The rights and responsibilities of consumers in relation to the preferred housing delivery mechanism are described in terms of legislative frameworks. 
    ASSESSMENT CRITERION RANGE 
    Legislative frameworks include but are not limited to the Housing Act - 1997, Rental Housing Act - 1999, Prevention of Illegal Eviction and Unlawful Occupation of Land Act - 1998.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An assessor, accredited with a relevant NQF Level 4 or higher qualification, will assess the learner's competency. Only an Assessor with suitable first hand experience in process operations will assess the learner's competency.
  • Anyone assessing a learner or moderating the assessment of a learner against the qualification must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this qualification must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant Education, Training, Quality, Assurance (ETQA) Body, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described in the associated unit standards.
  • Anyone wishing to be assessed against this qualification may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
