PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners within the Maritime Sector who work/wish to work as an officer on the bridge of a ship. This Unit Standard meets the needs of the sub-field and of the society by providing competent maritime officers who by appropriately supervising ships personnel, contribute to a safer environment on the ship and at sea. The learner successfully completing this Unit Standard will gain the essential knowledge and practical skills to manage shipboard personnel in terms of legal, naval and/or maritime requirements, for safe, harmonious and effective operation.

The competencies achieved by the learner in this Unit Standard will, in the case of the Merchant Navy and the Fishing Industry, contribute to the economic upliftment of the country, and in the case of the South African Navy, contribute the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of the maritime legal system. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An explanation is given on the structure of the South African legal system in terms of its effect on maritime law. 
    ASSESSMENT CRITERION RANGE 
    Legal system includes but not limited to common law, statute law, precedent, court structure, judiciary, constitution, creation of legislation, contract law, crime, tort and admiralty jurisdiction.
     

    ASSESSMENT CRITERION 2 
    A description is given of international law, regulations and authorities with respect to their implications on maritime operations in local and international waters. 
    ASSESSMENT CRITERION RANGE 
    Legal frameworks and authorities include but not limited to the United Nations, the United Nations Convention on the Law of the Sea; international conventions, protocols, resolutions and flag states.
     

    ASSESSMENT CRITERION 3 
    An explanation is given of the applications of conventions with reference to the role of naval and maritime safety authority. 
    ASSESSMENT CRITERION RANGE 
    Conventions include but not limited to Law of Armed Conflict (SA Navy only), marine notices, annual summary, international maritime organisation conventions and flag state control.
     

    ASSESSMENT CRITERION 4 
    An explanation is given of the role of classification societies, salvage associations, underwriters, brokers, agents and surveyors with reference to their purpose and implications for maritime vessels. 

    SPECIFIC OUTCOME 2 
    Observe safe working practices in the supervision of personnel. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An explanation is given of the duties and responsibilities of the Officer of the Watch and/or Safety officer. 
    ASSESSMENT CRITERION RANGE 
    Duties and responsibilities include safety committee functions, organization of safety and emergency duties, life saving appliances, fire protection devices and equipment, inspections, drills, reports and unsafe practice.
     

    ASSESSMENT CRITERION 2 
    The principles of controlling support staff are demonstrated in the exercise of authority. 
    ASSESSMENT CRITERION RANGE 
    Principles include but not limited to leadership, motivation, organisation of tasks, personnel development and maintenance of positive relationships.
     

    ASSESSMENT CRITERION 3 
    The requirements of the maritime occupational safety regulations are observed when organising duties of crew members and allocating tasks to subordinates. 
    ASSESSMENT CRITERION RANGE 
    Requirements include but are not limited to checklists, job hazard analysis, safety practices with special emphasis on enclosed space entry procedures and working at heights.
     

    ASSESSMENT CRITERION 4 
    Deck maintenance tasks are organised and supervised in accordance with standard operating procedures. 

    ASSESSMENT CRITERION 5 
    Support personnel on board are properly informed of the function and purpose of safety and protective devices in accordance with standard operating procedures.

    ASSESSMENT CRITERION 1 
    A description is given of the importance of maintaining good human and work relationships in a multicultural crew with reference to effective operation and current organisational policies. 

    ASSESSMENT CRITERION 2 
    A description is given of working hours, rest periods and crew welfare with respect to current maritime and national regulations. 
    ASSESSMENT CRITERION RANGE 
    Regulations include safe manning certificates, flags of convenience, international transport forum, sub standard ships, ship's registration and personnel management practices.
     

    ASSESSMENT CRITERION 3 
    An explanation is given of industrial relations policies in terms of individual rights and obligations of crew members. 
    ASSESSMENT CRITERION RANGE 
    Policies include conditions of employment, disciplinary code, hearings and grievance procedures, communicable diseases policy including sexually transmitted diseases and HIV/Aids.
     

    ASSESSMENT CRITERION 4 
    An explanation is given of the importance of enforcing a drug and alcohol policy on board in relation to organisational practice and operational considerations. 

    ASSESSMENT CRITERION 5 
    Staff performance evaluations are conducted in order to contribute to the development of competent personnel and effective interpersonal interactions.

    An induction/familiarisation training programme is developed for new crew members. 
    ASSESSMENT CRITERION RANGE 
    Induction includes but not limited to duty checklists, handover notes, safety guidance, muster station, emergency appliances and emergency equipment.
     

    ASSESSMENT CRITERION 2 
    Crew members are instructed in the operation of machinery and appliances relevant to their sphere of work on board. 

    ASSESSMENT CRITERION 3 
    Crew members are assessed for competence in the operation of machinery and appliances in their sphere of work.

    Task and duties are allocated to crew members which provide learning opportunities consistent with the requirements detailed in training programmes.

    Training resources are co-ordinated to ensure completion of tasks within a specified timeframe.

    Feedback on the execution of tasks is given in a constructive manner and encourages improvement in the performance of future duties.

    The overall performance of individual crew members is assessed according to organisational policy.
