PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners working within a local government structure, who participate in municipal governance and have been elected as municipal councillors, where the acquisition of competence against this standard will add value to one's job and managerial capabilities. The completion of this standard will provide the learner with an understanding of the principles underpinning policy making in general or specific fields of the local government sector. The learner will also be equipped to complete policy formulation within own work context.

The qualifying learner is capable of:
  • Demonstrating a basic understanding of and apply theories and concepts relating to policy design, implementation and evaluation.
  • Demonstrating a basic understanding of policy design or improvement success factors.
  • Demonstrating an understanding of the implementation, monitoring and evaluation of local government policy interventions.
  • Evaluating the requirements of a valid by-law.

    The purpose and history of policy design, implementation and evaluation in the local government context is explained with examples. 

    ASSESSMENT CRITERION 2 
    Factors that policy makers need to know to ensure effective policy design are identified and explained with examples in relation to current policy design requirements and existing frameworks in own local government context. 

    ASSESSMENT CRITERION 3 
    Types of research questions and problems relating to current policy design needs are discussed in the context of current local government objectives, trends and strategies. 

    ASSESSMENT CRITERION 4 
    Methods for practicing, orienting and structuring policy and programme evaluation research are identified according to appropriateness for local government environment. 
    ASSESSMENT CRITERION RANGE 
    Practicing, orienting, and structuring evaluation research include, but are not limited to, the purpose and history of policy design, implementation, evaluation, impact evaluation, process evaluation, types of research questions/problems, what policy makers need to know.

    Policy design literature and resources are analysed and discussed in the context of the current policy design debate.

    Demonstrate an understanding of the implementation, monitoring and evaluation of local government policy interventions.

    ASSESSMENT CRITERION 1 
    Local government policy administration is discussed and analysed in line with its uses and in relation to the implementation, monitoring and evaluation thereof. 

    ASSESSMENT CRITERION 2 
    The limits to successful public policy implementation, monitoring and evaluation, and the reasons for local government policy implementation failures are understood and explained with examples. 

    ASSESSMENT CRITERION 3 
    Methods of improving the performance of local government policy implementation, monitoring and evaluation are identified and applied to future and existing programmes within own work context. 

    SPECIFIC OUTCOME 4 
    Evaluate the requirements of a valid by-law.

    ASSESSMENT CRITERION 1 
    The transformation of policy into legally compliant by-laws and other relevant legislation and resolutions is explained with examples. 

    ASSESSMENT CRITERION 2 
    Municipal by-law and resolutions are explained with examples. 

    ASSESSMENT CRITERION 3 
    The processes and methods for effectively evaluating the efficacy of the requirements of a valid by-law are explained with examples. 

    ASSESSMENT CRITERION 4 
    The requirements of a by-law in own work context are evaluated and a report is submitted based on the evaluation and findings.

  • Any individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
