PURPOSE OF THE UNIT STANDARD 
This Unit Standard has been designed to equip people in management positions or persons responsible for monitoring and evaluating gender equality and women's empowerment. Learners will also acquire competencies to ensure that they are able to assess compliance of organisational processes and systems that support gender equality and women's empowerment. In addition, learners will be equipped with knowledge and skills to recommend interventions that can lead to successful implementation of gender equality and women's empowerment.

Learners accredited with this Unit Standard will be capable of:
  • Analysing an organisation's systems and operations to determine compliance with the gender policy framework.
  • Developing a strategy to assess an organisation's compliance with the gender policy framework.
  • Planning and preparing processes and resources to monitor and evaluate an organisation in line with the gender policy framework.
  • Monitoring and evaluating compliance and performance of an organisation regarding gender equality and women's empowerment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication skills at NQF Level 5 or equivalent.

    It is also recommended that learners have a foundational knowledge of gender equality and women's empowerment.

    SPECIFIC OUTCOME 1 
    Analyse an organisation's systems and operations to determine compliance with the gender policy framework. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An organisation's processes and procedures are analysed to determine deviations, shortcomings and compliance to the gender policy framework, legislation and international conventions. 
    ASSESSMENT CRITERION RANGE 
    Organisational processes and procedures include human resources, communication, budgeting, procurement, systems, policy, strategies, etc.
     

    ASSESSMENT CRITERION 2 
    Organisational processes and procedures are examined to determine gaps in compliance to the gender policy framework, legislation and international conventions. 

    ASSESSMENT CRITERION 3 
    Recommendations are made to bridge the identified gaps and ensure compliance measures are addressed. 

    SPECIFIC OUTCOME 2 
    Develop a strategy to assess an organisation's compliance with the gender policy framework. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A strategy is formulated to assess compliance of an organisation in line with the gender policy framework and best practice. 

    ASSESSMENT CRITERION 2 
    Monitoring and evaluation tools and guidelines for implementation of the strategy are identified and developed to ensure information collected is valid and reliable and meets the purpose. 
    ASSESSMENT CRITERION RANGE 
    Tools can include questionnaires, structured interviews, survey, etc.
     

    SPECIFIC OUTCOME 3 
    Plan and prepare processes and resources to monitor and evaluate an organisation in line with the gender policy framework.

    ASSESSMENT CRITERION 1 
    The purpose and scope for monitoring and evaluating organisational compliance is defined in terms of setting realistic and measurable goals. 

    ASSESSMENT CRITERION 2 
    An operational plan is developed for an organisation to ensure effective monitoring and evaluation mechanisms are addressed. 
    ASSESSMENT CRITERION RANGE 
    Plan includes resources, purpose, goals, approaches, tools, etc.
     

    SPECIFIC OUTCOME 4 
    Monitor and evaluate compliance and performance of an organisation regarding gender equality and women's empowerment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An intervention is developed for an organisation based on gaps identified. 

    ASSESSMENT CRITERION 2 
    On-going evaluations are conducted to determine effectiveness of the intervention and measures for improvement. 

    ASSESSMENT CRITERION 3 
    Stakeholders are consulted in order to receive feedback on issues relating to compliance and performance of the organisation. 

    ASSESSMENT CRITERION 4 
    A report is developed and recommendations are made to ensure organisational compliance and performance are achieved. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this unit standard as well as the integrated competence described in the Exit Level Outcome of the a related Qualification in gender equality field.

    Registration of Assessors:
  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a qualification in the related sub-field of Human and Social Studies at a minimum of NQF Level 7.
