PURPOSE OF THE UNIT STANDARD |
This unit standard will be useful for people who have completed the introductory courses to warship safety management and bridge watch-keeping (submarines) within a naval context. These two qualifications are foundational for further progression as an officer into submarine operations management, and ultimately to command and control in a maritime sub-surface warfare environment.
This unit standard will give them the opportunity to develop and balance their practical skills with the essential knowledge needed to earn a formal qualification in Submarine Operations Management. People credited with this unit standard are able to: |
LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
It is assumed that learners are competent in Communications at NQF Level 5.
It is also assumed that they have completed the Navy course: |
UNIT STANDARD RANGE |
Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria. |
Specific Outcomes and Assessment Criteria: |
SPECIFIC OUTCOME 1 |
Prepare to carry out watch keeping operations in the Operations Room. |
OUTCOME RANGE |
Equipment includes:
Communication equipment: |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Operations Room equipment is identified and described with reference to purpose, operation, capabilities and limitations and accurately in terms of naval doctrine, standards operating procedures, and manufacturer's specifications. |
ASSESSMENT CRITERION 2 |
Operations Room equipment is ensured to be serviceable, available and at required levels of readiness for the particular stage of the mission. |
ASSESSMENT CRITERION 3 |
Equipment testing is coordinated and supervised at each handover of the watch, and readiness reported to the appropriate authorities as per standard operating procedures. |
ASSESSMENT CRITERION 4 |
Watchkeeping arrangements and procedures are established according to the requirements of the particular watchkeeping system and to meet the personnel requirements of the required state of readiness for current disposition to threat. |
ASSESSMENT CRITERION 5 |
Watch handover is managed according to standing orders and standard operating procedures. |
SPECIFIC OUTCOME 2 |
Direct submarine operations in the Operations Room. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Navigation is monitored throughout the passage for support purposes, and information on other surface and sub-surface vessels and/or advice supplied promotes safe navigation, as per standard operating procedures. |
ASSESSMENT CRITERION 2 |
The tactical picture is monitored and maintained within the constraints of the emission control policy. |
ASSESSMENT CRITERION 3 |
Contacts are designated and the tactical picture shared with all personnel to facilitate appropriate responses in terms of assigned roles and responsibilities. |
ASSESSMENT CRITERION 4 |
Weapon and munitions movement is monitored and controlled during the operation, in line with the requirements of the mission plan, so as to ensure the safety of the crew and submarine. |
ASSESSMENT CRITERION 5 |
Radiation state of equipment is monitored in terms of its effect on personnel and material. |
SPECIFIC OUTCOME 3 |
Control and direct the action information organisation. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
The emission control plan is executed during the operation so as to promote the safety of vessel from detection, and protect submarine, equipment and personnel. |
ASSESSMENT CRITERION 2 |
Personnel routines and procedures for all personnel involved in the action information organisation are described with reference to their roles, responsibilities and scope of authority. |
ASSESSMENT CRITERION 3 |
The information gathering process is carefully managed and information processed to build and maintain a coherent tactical picture. |
ASSESSMENT CRITERION 4 |
Decisions and responses to the information are appropriate to the particular context and the objectives of the mission plan. |
ASSESSMENT CRITERION RANGE |
Responses include:
|
SPECIFIC OUTCOME 4 |
Gather intelligence during an operation room watch. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Spectrum settings on sensor equipment are made in terms of intelligence information and expected targets, as established in the mission plan and to promote a more focused and specific search. |
ASSESSMENT CRITERION 2 |
Classification of electronic warfare information is accurate and facilitates the identification and classification of vessels in the vicinity with respect to possible threat. |
ASSESSMENT CRITERION RANGE |
Electronic warfare information includes:
Classification of information includes: |
ASSESSMENT CRITERION 3 |
Where possible or required, detection of contacts via electronic warfare data gathering is confirmed visually. |
ASSESSMENT CRITERION 4 |
The real maritime picture is established accuratly in terms of the information gathered and processed from the sensors during the navigation passage. |
ASSESSMENT CRITERION 5 |
The tactical picture is communicated to the fleet where appropriate, and in line with the information requirements of the mission plan, as per standard operating procedures. |
ASSESSMENT CRITERION 6 |
Vessel and resource sustainability are continually assessed in terms of capacity to achieve the mission aim and results of the assessment are reported to the Commanding Officer at specified intervals, or as required by the changed situation. |

Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard: The following particular issues should be taken into consideration when assessing against this unit standard: Every candidate for certification shall: In addition, every candidate for certification shall: Definition of Terms: Terms have been clarified as far as possible through the use of range statements. Further clarification of terms is provided as follows: > Serving as captain (or master) or first officer on board a seagoing ship. > Ensuring that all functions within the designated area of responsibility are properly performed. > Serving as officer in charge of a navigational watch on board a seagoing ship. > Maintaining direct control over the performance of all functions within the designated area of responsibility in accordance with proper procedures and under the direction of an individual serving in the management level for that area of responsibility. > Intact: The vessel is in normal operational configuration. The hull is not breached in any compartment. The vessel will be expected to meet various stability criteria such as GMt, area under the Gz curve, range of stability, trim, etc. while subjected to sustained winds, passenger heeling, manouvering, lifting, etc. > Damage: Based on the Worst Operating Condition the vessel is analytically damaged by opening various combinations of watertight compartments to the sea. The vessel will be expected to meet various stability criteria such as freeboard, trim, list, GMt, etc. |
