PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people working in local authorities as environmental health practitioners charged with noise control. It will assist them in the investigation of proposed public events and granting of permission of such events. They apply the by-laws, which protect noise sensitive areas.

This unit standard will recognize the knowledge and essential skills required to evaluate the possible impact of an event and, when allowing the event, to minimize negative consequences to the community.

People credited with this unit standard are able to:
  • Process the application.
  • Investigate the application.
  • Provide an approval certificate for the event.
  • Handle queries or complaints with respect to the event.

    It is assumed that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication at NQF Level 4 or equivalent.
  • Maths Literacy at NQF Level 4 or equivalent.

    UNIT STANDARD RANGE 
    Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria.

  • Events include: Musical events/open-air concerts; air shows; street races; markets or fairs; weddings and parties; street parties; road shows.

    SPECIFIC OUTCOME 1 
    Process the application. 
    OUTCOME RANGE 
    Applications are required for projected noise levels of above 95 dB(A) on the fence line. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The initial approach is considered for legality and suitability in terms of national legislation, and provincial and local regulations. 

    ASSESSMENT CRITERION 2 
    The format of the application and the required details are presented to the applicant, and opportunity provided for questions of clarification. 
    ASSESSMENT CRITERION RANGE 
    Required details include location; timeframe; date/s; report of the acoustical engineer (evaluation of sound levels); contact details.
     

    ASSESSMENT CRITERION 3 
    Advice provided to the applicant is consistent with by-laws and regulations, and outlines responsibilities and limitations for compliance. 
    ASSESSMENT CRITERION RANGE 
    Responsibilities and limitations include informing people affected; dB(A) limits; advertising requirements.
     

    ASSESSMENT CRITERION 4 
    The special events committee is described in terms of its purpose, composition, and scope of authority. 
    ASSESSMENT CRITERION RANGE 
    Committee includes metro police; environmental health (food and toilet); health services; SAPS; emergency services; parks; city planning (structures).

    Investigate the application. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The site inspection establishes the likely impact of the noise source on residential premises and other noise sensitive areas. The inspection takes into account the distance of the closest residence from the noise source, as well as the day and time of the event in relation to sensitive noise areas. 
    ASSESSMENT CRITERION RANGE 
    Noise sensitive areas include residential; hospitals; churches; schools, tertiary institutions.
     

    ASSESSMENT CRITERION 2 
    The site inspection establishes the intended position and orientation of the sound systems, as well as the projected dB(A) levels and impact on identified noise sensitive areas. 

    ASSESSMENT CRITERION 3 
    Recommendations made, as required, provide for mitigation of noise and decrease the negative impact on the broader community. 
    ASSESSMENT CRITERION RANGE 
    Recommendations include positioning of systems; noise barriers; time restrictions; decibel limiters.
     

    ASSESSMENT CRITERION 4 
    Notification and advertising measures are checked for clarity and community coverage to ensure that they provide adequate information and/or warning of the. 

    SPECIFIC OUTCOME 3 
    Provide an approval certificate for the event.

    The certificate of approval for the event is completed correctly, according to local municipal regulations. 

    ASSESSMENT CRITERION 2 
    The certificate clearly outlines any restrictions and/or special conditions that apply to the event.

    Restrictions and special conditions include restrictions that apply (time, duration); specific conditions (positioning, structures).
     

    ASSESSMENT CRITERION 3 
    The certificate is properly authorised by an appointed noise control officer, as required by regulations. 

    ASSESSMENT CRITERION 4 
    Application and certificate are stored securely, and available on request to authorised.

    Handle queries or complaints with respect to the event.

    ASSESSMENT CRITERION 1 
    Responses to queries ahead of the event are properly informed, and provide detailed explanations of the event, its likely impact, and the restrictions that apply. 

    ASSESSMENT CRITERION 2 
    Responses to complaints are designed to inform and placate where possible. Where practicable, concessions or conciliatory gestures are made in the best interests of the public, and without compromising the event. 

    ASSESSMENT CRITERION 3 
    Complaints received during the event are investigated in terms of the restrictions or special conditions. Where these are exceeded, corrective actions taken help to rectify the situation. 
    ASSESSMENT CRITERION RANGE 
    Corrective actions include calling the responsible acoustic engineer; approaching the event coordinators; serving notices.
     

    ASSESSMENT CRITERION 4 
    All complaints are recorded and reviewed to clarify and improve criteria and conditions or restrictions which will apply to future applications.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
