PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to manage freight and freight integrity, and plan, evaluate and implement freight location procedures.

Learners will be able to:
  • Categorise freight.
  • Plan the physical location for the storage of freight.
  • Plan and select the location of the facility in relation to the distribution network.
  • Plan the location of resources and equipment.

    UNIT STANDARD RANGE 
    The candidate must be able to carry out processes that involve a variety of standard and non-standard procedures, requiring the determination of appropriate methods and procedures in response to a range of concrete problems with some theoretical elements. The candidate is responsible for the nature, quantity and quality of outcomes, with possible responsibility for the achievement of group outcome, within broad general guidelines or functions.

    Categorise freight.

    Categorise freight in terms of demand frequency, pick destination, special storage conditions (e.g. dangerous, perishables). 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Storage requirements are identified according to freight characteristics to determine appropriate stock control techniques. 
    ASSESSMENT CRITERION NOTES 
    Freight characteristics includes, but is not limited to, live stock, perishables, dangerous goods, liquid, bulk, containerised, fast moving consumable goods (FMCG), vehicles and general cargo. 

    ASSESSMENT CRITERION 2 
    Freight storage facilities are identified according to legislation, characteristics of freight types and customer requirements. 

    ASSESSMENT CRITERION 3 
    The different freight types are categorised for the purpose of stock control. 

    SPECIFIC OUTCOME 2 
    Plan the physical location for the storage of freight. 
    OUTCOME NOTES 
    Make decisions about the physical location and storage of freight, taking into account lead times, customer requirements, freight characteristics, delivery schedules and supplier/manufacturer specifications and future organisational developments. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Procedures dealing with the locating and storage of freight are reviewed to ensure safety of people, environment and freight integrity. 

    ASSESSMENT CRITERION 2 
    Existing systems are benchmarked against best operating practices in other organisations. 

    ASSESSMENT CRITERION 3 
    A freight storage floor plan is designed and the workflow principles and freight security principles are described that have an impact on the design. 
    ASSESSMENT CRITERION NOTES 
    A freight storage plan includes, but is not limited to, existing, expansion and new facilities. 

    ASSESSMENT CRITERION 4 
    The impact of legislative requirements and procedures on freight integrity (e.g. loss and damage control) is identified and applied in the planning of freight location and transportation. 

    ASSESSMENT CRITERION 5 
    Key differences between different warehousing types (e.g. bond, centralised) are compared and a location is selected according the characteristics of the freight type. 

    ASSESSMENT CRITERION 6 
    Weaknesses are identified in the procedures dealing with the locating and storage of freight to ensure the safety of people, environment and freight integrity. 

    ASSESSMENT CRITERION 7 
    Recommendations are made to improve the procedures dealing with the locating and storage of freight.

    Authorised improvements are implemented that will ensure the safety of people, environment and freight integrity.

    Plan and select the location of the facility in relation to the distribution network. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The distribution network is evaluated and the transport mode is identified and selected in terms of freight characteristics, customer requirements and infrastructure. 

    ASSESSMENT CRITERION 2 
    The impact of the availability and reliability of the transport infrastructure is analysed to determine the choice of the location of the storage facility. 

    ASSESSMENT CRITERION 3 
    Costs forecasting is conducted in relation to the available transport infrastructure and the selected storage facility. 

    ASSESSMENT CRITERION 4 
    The impact of legislation and regulation on the transport of freight is identified and applied in terms of freight characteristics, customer requirements and infrastructure. 

    SPECIFIC OUTCOME 4 
    Plan the location of resources and equipment. 
    OUTCOME NOTES 
    Resources includes, but is not limited to, lifting equipment, mechanical workshop, battery bays, pallets, wrapping, packaging, stock keeping, and vehicle park. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The resources and equipment to be utilised are identified in terms of freight characteristics and characteristics of the facility. 

    ASSESSMENT CRITERION 2 
    A resource and equipment location floor plan is developed indicating the location of resources and equipment. 

    ASSESSMENT CRITERION 3 
    A demand forecasting is conducted relating to floor space and design, and new technology that may have an impact on the location of resources and equipment. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • This Unit Standard will be assessed by an assessor and moderated by a moderator registered with the relevant ETQA.
  • Assessors should be in possession of a relevant qualification that is at least one level higher than the level of this unit standard.
  • Training Providers must be accredited by the relevant ETQA.
  • Assessment should include both formative and summative assessment.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be registered with the Department of Education and the programs offered by this institution must be accredited with the relevant ETQA.
  • Moderation of assessment will be done by the relevant ETQA at its discretion.

  • Warehousing and distribution practices (e.g. stock/inventory levels, stock/freight ownership, freight storage and movement practices, distribution methodologies - centralised/non-centralised) in wholesale operations versus third party storage operations.
  • Basic principles of demand forecasting and storage/location design/planning (e.g. racking, binning, temperature control).
  • The interrelationship between freight management and all related activities in the logistics chain (e.g. marketing department, receipt and dispatch procedures, warehouse design, transportation/distribution planning).
  • Basic loss control principles in order to manage physical and operational freight security (e.g. reports, cages) and integrity (e.g. bond stores, quarantine regulations).
  • Industry specific legislation pertaining to human resources, geographic environment, operating environment and freight management (e.g. OHS Act).
