PURPOSE OF THE UNIT STANDARD |
A learner accredited with this standard will be able to plan and allocate the resources required to maximise efficiencies in service and freight movement (whilst minimising resource costs) in achieving targets in a dynamic freight logistics environment.
The learner will be able to: |
LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
UNIT STANDARD RANGE |
The applied competence expressed in this standard cover procedures and activities requiring the formulation of responses to resolve both concrete and abstract problems, based on the analysis and evaluation of a wide range of information. The learner has full accountability for achieving personal and group output, with respect to the selection and utilisation of resources in a freight handling environment, within broad parameters to maximise efficiencies in service and freight movement.
Definitions: Product Knowledge: Care and Handling: Resources Selection: Safety and Securing of Freight: Control and management of freight movements within international and national safety legislation, and utilising the agreed standards set within such legislative bodies to safely secure specific freight type needs within the transit cycle. Work Study: > Method study which involves a critical examination of factors and resources involved in existing and proposed ways of doing work in different contexts, in order to develop and implement more effective and efficient work methods. > Work measurement, which is used to determine the time it should take for a particular work, in order to effect improvement. |
Specific Outcomes and Assessment Criteria: |
SPECIFIC OUTCOME 1 |
Identify the resources required to meet the freight handling objectives of the organisation. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
The objectives of the organisation are determined to ensure optimal internal movements of freight, taking into account picking activity, storage and handling methods, company stockholding policy and safety requirements. |
ASSESSMENT CRITERION 2 |
The freight handling resource requirements are identified to ensure optimal internal movements of freight, taking into account picking activity, storage and handling methods, company stockholding policy and safety requirements. |
ASSESSMENT CRITERION 3 |
Alternative freight handling resources are evaluated and recommendations are motivated to ensure optimal (effective and efficient) internal movements of freight, taking into account picking activity, storage and handling methods, company stockholding policy and safety requirements. |
ASSESSMENT CRITERION 4 |
Resource plan is developed and implemented, taking into account predetermined external factors to ensure optimal internal movements of freight and legislative compliance. |
ASSESSMENT CRITERION RANGE |
Factors include but is not limited to cyclical/seasonal trends, product characteristics, storage methods, customer requirements and workflow principles. |
ASSESSMENT CRITERION 5 |
A budget for resources required is developed in conformity with organisational parameters and format to ensure optimal internal movements of freight. |
SPECIFIC OUTCOME 2 |
Identify and select process performance measurement systems. |
OUTCOME NOTES |
Identify and select process performance measurement systems to monitor resource utilisation and maintenance, to achieve productivity targets. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
The process performance measurement system is identified, to evaluate the effectiveness and efficiencies of resources. |
ASSESSMENT CRITERION RANGE |
Resources include but is not limited to risk management, equipment, machinery, human capital, finance, facilities, commodities, and utilities. |
ASSESSMENT CRITERION 2 |
The process performance measurement system is implemented for use to evaluate the effectiveness and efficiencies of resources. |
SPECIFIC OUTCOME 3 |
Plan the procurement of resources effectively within financial constraints. |
OUTCOME NOTES |
Plan/budget for the selection and productive utilisation of resources taking cognisance of organisational objectives. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Key role players who will be affected by resource procurement decisions are identified in terms of organisational objectives. |
ASSESSMENT CRITERION 2 |
Specifications and/or attributes of resources to be acquired are assessed in terms of organisational objectives. |
ASSESSMENT CRITERION 3 |
Specifications based on the resources identified are drawn up in terms of organisational objectives. |
ASSESSMENT CRITERION 4 |
The procurement process is initiated in terms of organisational policies and procedures. |
SPECIFIC OUTCOME 4 |
Implement and measure approved resource plan. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
The resource plan is revised in view of approved budget allocation. |
ASSESSMENT CRITERION 2 |
Resource utilisation is analysed and interpreted given financial indicators reflecting efficiencies (e.g. forklift vs. gantry crane cost per lift). |
ASSESSMENT CRITERION 3 |
Resource plan is designed and implemented taking into account predetermined external factors (e.g. cyclical/seasonal trends, product characteristics, storage methods, customer requirements and workflow principles). |
ASSESSMENT CRITERION 4 |
Relevant legislation is applied in the planning, selection and allocation of resources. |
