PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is intended for a range of people, including managers, supervisors who may be required to identify, plan and implement housing projects to meet housing needs and demands in a given context. Learners accessing this unit standard will be involved in the evaluation of each housing delivery mechanism and analyse environments within which a particular housing delivery mechanism could be implemented in response of a particular housing need established.

The qualifying learner will be capable of:
  • Analysing and appraise the housing delivery mechanisms in South Africa.
  • Implementing relevant housing delivery mechanism to meet individual, group and community housing needs.
  • Evaluating the subsidy schemes to implement the various housing delivery. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in computer literacy and communication literacy at NQF Level 5 or equivalent.

    The various housing delivery mechanisms include but not limited to developer-driven and people-driven housing delivery mechanisms which include amongst others, project-linked projects, Peoples Housing Process (PHP) projects, social housing projects.

    Analyse and appraise the housing delivery mechanisms in South Africa.

    ASSESSMENT CRITERION 1 
    The policy governing different housing delivery mechanisms is critically analysed from the legislative and policy frameworks perspectives. 

    ASSESSMENT CRITERION 2 
    The analysis highlights critical aspects necessary for the effective implementation of housing delivery mechanisms to meet individual and community housing needs. 
    ASSESSMENT CRITERION RANGE 
    Critical aspects refer to but not limited to institutional capacity, administrative capacity and political will.
     

    ASSESSMENT CRITERION 3 
    The principles underlying the various housing delivery mechanisms are evaluated in the context of housing development.

    Implement relevant housing delivery mechanism to meet individual, group and community housing needs.

    ASSESSMENT CRITERION 1 
    The requirements for the implementation of relating to each housing delivery mechanism are discussed in accordance to policy requirements. 

    ASSESSMENT CRITERION 2 
    Organisational procedures and processes for implementing a particular housing delivery mechanism are followed in accordance with organisational requirements. 

    ASSESSMENT CRITERION 3 
    The documentation and information required for the implementation of a housing project are designed to meet individual, group and community housing needs. 

    ASSESSMENT CRITERION 4 
    Relevant role-players to implement a chosen housing delivery mechanism to meet individual group and community housing needs are managed from the project application context. 

    ASSESSMENT CRITERION 5 
    The problems associated with the use of a particular housing delivery mechanism in certain housing circumstances are discussed within the context of institutional and financial constraints. 

    ASSESSMENT CRITERION 6 
    A project implementation plan for a chosen housing delivery mechanism is developed and presented for improved implementation. 

    SPECIFIC OUTCOME 3 
    Evaluate the subsidy schemes to implement the various housing delivery mechanism. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The subsidy schemes developed for housing provision of government assisted housing to the poor are evaluated to determine appropriatenesss in the context of sufficiency and sustainability. 

    ASSESSMENT CRITERION 2 
    The subsidy schemes are used in a housing project using to meet individual, group and community housing needs. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
