PURPOSE OF THE UNIT STANDARD 
This unit standard reflects the skills required to prepare a site for a jointing or termination operation and to return it back to service. It includes the ability to:
  • Gain access.
  • Perform risk assessments and make the site safe for jointing or termination.
  • Co-ordinate the activities of sub-contractors to perform specialised functions.
  • Prepare and break down the jointing bay.
  • Return a site to service.

    It also reflects the understanding of:
  • Issues relating to the site management.
  • Regulations covering various aspects of the site preparation and finishing operations.

    This unit standard would be assessed in a range of contexts including:
  • Jointing.
  • Termination.
  • Repairs.
  • Upgrades.
  • Installation.

    The skills, knowledge and values reflected in this unit standard form part of the Exit Level Outcomes required for the Further Education and Training Certificate: Cable Jointing and Termination. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following competencies are assumed:
  • Communication and Literacy, NQF Level 3.
  • Mathematical Literacy, NQF Level 3.
  • Hand skills with a variety of hand and power tools.

    This assumption forms the basis for the allocation of credits for this unit standard. If a learner does not have such experience or qualifications, the learning time will be increased. The allocation of credits is also based on the assumption that the learner will be following a learning programme which integrates the required unit standards.

    SPECIFIC OUTCOME 1 
    Liase with relevant person, obtain permits and prepare for site access.

    ASSESSMENT CRITERION 1 
    Authorisation to carry out the activity on the site is confirmed. 
    ASSESSMENT CRITERION NOTES 
    Confirming authorisation includes discussing and finding agreement on preparation issues with the relevant parties if necessary. 

    ASSESSMENT CRITERION 2 
    Authorisation to work on the identified equipment is obtained. 

    ASSESSMENT CRITERION 3 
    Information on location-specific processes is obtained and understood. 
    ASSESSMENT CRITERION RANGE 
    Location-specific includes the conducting of special tests, induction and/or training for the jointing team and sub-contractors.
     

    ASSESSMENT CRITERION 4 
    Relevant parties are advised of arrival times. 

    ASSESSMENT CRITERION 5 
    Preparations and planning result in reduced time wasting. 

    SPECIFIC OUTCOME 2 
    Make the site safe for termination or jointing operation. 
    OUTCOME RANGE 
    Making site safe includes clearing water, diverting traffic, checking for gas leaks.

    The equipment and the cable to be worked on are identified and properly demarcated. 

    ASSESSMENT CRITERION 2 
    Required risk assessment procedures are followed and the jointing team participates in the risk assessment process. 

    ASSESSMENT CRITERION 3 
    The site is barricaded to prevent access by unauthorised persons and the general public. 
    ASSESSMENT CRITERION RANGE 
    The arrangements for ensuring public safety will comply with Construction Regulation no. 6.

    Relevant parties are advised of the lock out action and signage is posted as required. 

    ASSESSMENT CRITERION 5 
    Location-specific tests are witnessed/conducted to ensure that the site is safe to work on. 

    ASSESSMENT CRITERION 6 
    The workplace is properly demarcated to allow for the proper placing and securing of material and equipment. 

    ASSESSMENT CRITERION 7 
    All hazardous or obstructive materials, equipment or objects are removed. 

    SPECIFIC OUTCOME 3 
    Co-ordinate the activities of sub-contractors and liase with the relevant parties.

  • Sub-contractors include those to assist with the transport and positioning of cables, and construction companies to excavate sites and erect scaffolding.

    Joint bay is prepared for the jointing process. 
    OUTCOME RANGE 
    Includes scaffolding for termination of cables, erection of jointing bays and excavation of the site. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The excavation is safe and adequately shored and the sub-contractor has signed off the necessary documentation. 

    ASSESSMENT CRITERION 2 
    Scaffolding, where required, meets the termination requirements and the sub-contactor has signed off the necessary documentation. 

    ASSESSMENT CRITERION 3 
    The work area and the joint bay meet the necessary criteria. 
    ASSESSMENT CRITERION RANGE 
    Criteria include safety, practicability, joint or termination requirements. Such criteria include joint bay height, lighting, dust, flooring, roof angles to allow rain run-off, securing of tarpaulins, removal of dust and dirt, removal of excess water.

    Jointing team has been used effectively.

    Housekeeping activities that are necessary for the safe and efficient completion of the task are carried out.

    Explanations and discussions demonstrate an understanding of the factors involved in managing site access, barricading, site safety and securing of the site. 

    ASSESSMENT CRITERION 2 
    Explanations and discussions demonstrate an understanding of the factors involved in obtaining site access for jointing team and sub-contractors. 

    ASSESSMENT CRITERION 3 
    Discussions demonstrate experience in a range of circumstances and a range of challenges faced. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Assessment will be governed by the policies and guidelines of a relevant Education and Training Quality Assurance body (ETQA), which has jurisdiction over this field of learning. The policies and procedures of the relevant ETQA will also determine:
  • How the assessment is moderated.
  • How a learner can appeal against the outcome of the assessment.

    Any institution or company which offers learning to achieve the purpose of this unit standard must be accredited as a provider through the relevant ETQA.

    The integrated assessment should be based on a summative assessment guide. The guide will specify how the assessor will assess different aspects of the performance and will include:
  • Evaluating evidence in a portfolio of evidence, particularly projects which integrate various aspects of the unit standard and which demonstrate the integration of knowledge, skills and values, and the development of the critical outcomes.
  • Observing and listening to the learner at work, both in primary activities as well as in other interactions, or in relevant simulations.
  • Asking questions and initiating short discussions to test understanding and to verify other evidence.
  • Looking at records and reports.
  • Formative assessment.

    Assessment of competence for this unit standard is based on experience acquired by the learner on site, within a range of cable jointing and termination contexts. The assessment process should cover the explicit tasks required for the unit standard as well as the understanding of the underpinning concepts and principles.

    The assessment process should also establish how the learning process has advanced the Critical Cross-field Outcomes.

    The learner may choose in which language he/she wants to be assessed. This should be established as part of a process of preparing the learner for assessment and familiarising the learner with the approach being taken.

    Assessors should also evaluate evidence that the learner has been performing consistently over a period of time.

    The assessment for this unit standard can be done in conjunction with the assessment of other unit standards related to a qualification, and in conjunction with the assessment for the qualification as a whole.
