PURPOSE OF THE UNIT STANDARD 
Persons credited with this unit standard are able to demonstrate a knowledge and understanding of recreation service providers in South Africa and the legislation that governs these provisions.

On completion of this unit standard the qualifying learner will be able to:
  • Identify the recreation providers within the public sector.
  • Identify the recreation service providers in the voluntary sector.
  • Identify the commercial providers of recreation services, products and facilities.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in Numeracy and Literacy at NQF Level 3 or equivalent.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Identify the recreation providers within the public sector. 
    OUTCOME RANGE 
    Public sector includes national, provincial, and local government departments of sport and recreation and other statutory bodies that may be formed to promote recreation services. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The role of the government in the provision of recreation services is explained. 
    ASSESSMENT CRITERION RANGE 
    Role of the government refers to: the policies, legislation and mission statements of each department such as the national department of sport and recreation, provincial department of sport and recreation and local municipalities.
     

    ASSESSMENT CRITERION 2 
    The legislation in terms of the governance and implementation of recreation service delivery is interpreted and understood. 
    ASSESSMENT CRITERION RANGE 
    National Sport and Recreation Act, White Paper for Local Government, Revised White Paper in Sport and Recreation.
     

    SPECIFIC OUTCOME 2 
    Identify and assist the recreation providers in the voluntary sector to promote recreation activities. 
    OUTCOME RANGE 
    Recreation providers include: community based recreation clubs and associations, non-government organizations, cultural groups, committees, boards, councils, co-operatives, collectives, federations, professional associations. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The characteristics of the different providers of Community Recreation services are identified and described. 

    ASSESSMENT CRITERION 2 
    The process involved in the need for and the formation of a community based structure is described. 

    ASSESSMENT CRITERION 3 
    The writing of a constitution and the terms of reference for such is described and presented to ensure the bona fide status of a community based structure. 

    ASSESSMENT CRITERION 4 
    The process of appointing and electing officials to serve on the community based organization are explained and described. 

    ASSESSMENT CRITERION 5 
    The role and function of the community-based structures are defined. 

    SPECIFIC OUTCOME 3 
    Identify the commercial providers of recreation services, products, and facilities. 
    OUTCOME RANGE 
    Commercial providers includes: arts and entertainment, game parks, outdoor adventure, holiday resorts, cultural agents. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Commercial providers of recreation and Leisure services are identified described. 

    ASSESSMENT CRITERION 2 
    Ways in which the commercial providers can collaborate with community based recreation program service providers. 

    ASSESSMENT CRITERION 3 
    The boundaries between the public sector providers and the voluntary service providers are identified and reviewed. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed against this unit standard (including through RPL) may apply to an assessment agency, assessor or provider institution accredited by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate memorandum of understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard, or assessing this unit standard, must be accredited as a provider with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
