PURPOSE OF THE UNIT STANDARD 
This unit standard will enable Disaster Risk Management practitioners and related role-players to improve professionalism and enhance the quality and effectiveness of services by being able to conduct and monitor disaster risk assessment utilising integrated and multi-disciplinary approaches.

A person credited with this unit standard is able to:
  • Conduct disaster risk analysis to inform Disaster Risk Management planning and disaster risk reduction.
  • Evaluate disaster risks utilising an integrated approach in complex Disaster Risk Management environments.
  • Monitor risk reduction initiatives for improved risk assessment.

    This unit standard will contribute to the development of the learner within the context of the Disaster Risk Management discipline. Learners who have achieved this unit standard will increase their opportunities for further development and employability within the Disaster Risk Management environment.

    Risk factors (including potential hazards and/or threats) are identified and analysed to guide the risk assessment process.

    The conditions of vulnerability are critically assessed to determine the level of risk within specific environments. 

    ASSESSMENT CRITERION 3 
    The likely consequences/impacts of risk are evaluated and compared for the purpose of priority setting.

    Specific and available capacities, methods and resources are critically examined to influence effective risk reduction planning. 

    SPECIFIC OUTCOME 2 
    Evaluate disaster risks utilising an integrated approach in complex Disaster Risk Management environments.

    ASSESSMENT CRITERION 1 
    Comprehensive assessments of risk are prepared/planned, based on socio-economic and cost benefit analysis approaches by applying specific analytical tools. 
    ASSESSMENT CRITERION RANGE 
    Analytical tools include but are not limited to probability theory, statistical methodology.
     

    ASSESSMENT CRITERION 2 
    Risks are categorised and evaluated to determine absolute priorities against multi-disciplinary and comprehensive disaster risk assessment practices.

    Categorisation processes include but are not limited to: prioritisation based on potential, importance, urgency, growth, manageability, and resources.
     

    ASSESSMENT CRITERION 3 
    Assessment outcomes/results are utilised to plan/develop/design holistic and integrated disaster risk reduction initiatives. 

    ASSESSMENT CRITERION 4 
    Holistic and integrated disaster risk reduction initiatives are implemented, using unique combinations of risk science expertise relevant to the disaster risk. 

    SPECIFIC OUTCOME 3 
    Monitor risk reduction initiatives for improved risk assessment.

    Changing patterns and new developments in risk profiles are critically examined to measure the effectiveness of disaster risk reduction initiatives.

    Findings/results of risk assessments are verified utilising scientific expertise/methodology/approaches. 

    ASSESSMENT CRITERION 3 
    Outputs/goals/results of risk reduction initiatives are reviewed, monitored and measured against set objectives for purposes of improved risk assessment/to determine/establish its effectiveness.

    Risk assessment information is rigorously arranged, organised and utilised for the purpose of Disaster Risk Management planning.

  • This unit standard will be assessed by an assessor and moderated by a moderator registered with the relevant accredited ETQA.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes. Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • At this level some errors are to be expected. Assessors must use professional judgement in evaluating competence.
  • Make sure evidence is gathered across the range as expressed under the title. Specific range statements under individual outcomes or assessment criteria are illustrations, from which learning programme developers can select. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again.
  • All assessments should be conducted in line with the following well-documented principles: assessment should be appropriate, fair, manageable, integrated into work or learning, valid, and consistent. Evidence should be authentic, sufficient, and current.
