PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners in the law enforcement environment who would apply appropriate level of force when conducting medium risk policing and law enforcement tasks. Their tasks should be executed within ethical and legal requirements.

A person credited with this unit standard will be able to:
  • Evaluate the operational environment.
  • Apply tactical communications during operations.
  • Optimize the utilisation of operational resources.
  • Conduct specific operations within organisational, public and ethical requirements.

    SPECIFIC OUTCOME 1 
    Evaluate the operational environment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Information pertaining to the present situation is analysed in order to relate it to the operational environment. 

    ASSESSMENT CRITERION 2 
    Situational awareness is demonstrated in order to ensure that the destabiliser's actions do not have the element of surprise. 

    ASSESSMENT CRITERION 3 
    Danger clues are evaluated in order to determine a response. 

    ASSESSMENT CRITERION 4 
    Continuous assessment and planning are demonstrated in order to determine reaction to operational environments. 

    SPECIFIC OUTCOME 2 
    Obtain and hold the initiative during operations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Freedom of action is achieved and maintained throughout the operation. 

    ASSESSMENT CRITERION 2 
    Initiative is kept after containment and isolation by ensuring control over the area of identified operations. 
    ASSESSMENT CRITERION NOTES 
    The commander will have to analyse the current situation, identify the most critical sector to start the operation from, then isolate and contain the destabiliser within that selected area, then to win the conflict and maintain it before moving on to the next sector. 

    ASSESSMENT CRITERION 3 
    The principle of MUSS is applied to operations to maintain the initiative. 
    ASSESSMENT CRITERION NOTES 
  • M - Manoeuvre: The commander maintains the ability to manoeuvre all resources available.
  • U - Unified command: There is a single commander of his forces during the operation.
  • S - Simplicity: All options or a combination of tactical options selected remain simple in the execution.
  • S - Security: Security is maintained ensuring that the destabiliser is unable to obtain information or instructions given to subordinates.

    ASSESSMENT CRITERION 1 
    Visual control is maintained to ensure the destabiliser is unable to make undetected movements. 

    ASSESSMENT CRITERION 2 
    Communication negotiation strategies to resolve conflict are established by using voice control. 

    ASSESSMENT CRITERION 3 
    Commands are given with authority to ensure compliance in normal and stressed circumstances. 
    ASSESSMENT CRITERION RANGE 
    Commands refer to both physical (bodily) and verbal commands.

    Optimize the utilisation of operational resources.

    ASSESSMENT CRITERION 1 
    The advantages and disadvantages of equipment is analysed to ensure management of the resources. 

    ASSESSMENT CRITERION 2 
    The degree of readiness of the selected equipment is determined before deployment during the operation. 

    SPECIFIC OUTCOME 5 
    Conduct law enforcement operations within organisational, public and ethical requirements. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A law enforcement operation is evaluated in order to determine when negotiation and conflict resolution have been exhausted to determine whether force should be applied to reach a level of communication and cooperation. 
    ASSESSMENT CRITERION NOTES 
    Apply the 5c's stair namely, cooperation, communication, comprehension, conflict and confrontation. The starting position for all conflict resolution is on the level of comprehension, as one cannot resolve conflict unless one is able to comprehend the other position frustration, which often is the result of conflict. 

    ASSESSMENT CRITERION 2 
    Preventative steps are taken to eliminate the need for the use of force. 
    ASSESSMENT CRITERION NOTES 
    The commander does not place his subordinates in a position without the necessary equipment, which may lead to them being compelled to use force to protect themselves against an attack by the destabiliser. 

    ASSESSMENT CRITERION 3 
    The use of force is evaluated to ensure that it complies with legal and ethical requirements. 
    ASSESSMENT CRITERION RANGE

    Instances where deadly force decisions and instructions are taken are evaluated to ensure that it is only used in extreme situations as a last resort.

    Human resources are directed to achieve the mission and objectives of the law enforcement operation. 
    ASSESSMENT CRITERION RANGE 
    Direction must include the maintaining of constant communication, designing of operational structures, maintaining of cohesion of groups, maintaining control of groups, freedom of action.
