PURPOSE OF THE UNIT STANDARD 
The Mines and Works Act, 27 of 1056 is part of the regulatory framework with which mining operations are required to comply. This Unit Standard is intended for managers and learners who manage asset risk in insurance and other organisations.

The qualifying learner is capable of:
  • Interpreting the Mines and Works Act and accompanying regulations as it impacts on risk management.
  • Analysing potential safety risks at a specific site in terms of the Act.
  • Analysing potential health risks at a specific site in terms of the Act.
  • Analysing potential environmental risks at a specific site as defined by the Act.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    There is open access to this Unit Standard. Learners should be competent in Communication and Mathematical and Financial Literacy at NQF Level 3. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is surface and underground operations at a mining site and the environs of the mine.

    Interpret the Mines and Works Act and accompanying regulations as it impacts on risk management.

    1. Compliance issues are identified with particular emphasis on risk management.

    2. The regulations are interpreted for a specific situation with reference to the management of risk.

    3. A system of compliance is proposed that meets the requirements of the regulations and an indication is given of the consequences of non compliance.

    Analyse potential safety risks at a specific site in terms of the Act.

    3. The risk management process is applied to underground operations at a specific site in order to minimise or eliminate surface safety risk.

    4. A composite compliance report is compiled that covers both surface and underground safety risk for a specific operation

    2. A proposal for a management process to mitigate potential people related exposures is compiled for a specific operation. 

    ASSESSMENT CRITERION 3 
    3. The risk management process is applied to the environs of a specific operation in order to minimize environs risk.

    4. The potential environs risk is quantified for a specific operation. 

    ASSESSMENT CRITERION 5 
    5. A report is compiled to highlight deficiencies and illustrate compliance with the Act. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the INSQA or with an ETQA that has a Memorandum of Understanding with the INSQA
  • Moderators must be registered as assessors with INSQA, or with an ETQA that has a Memorandum of Agreement with INSQA.
  • Training providers must be accredited by the relevant ETQA.
