PURPOSE OF THE UNIT STANDARD

A learner competent against this unit standard will be able to interpret and apply information from the stowage plan for the effective planning and safe implementation of a stevedoring operation.

CFH06, CFH08, CFH 15 and Recognise and Understand Basic Ship Design/Type in relation to Cargo Handling unit standards.

UNIT STANDARD RANGE

This unit standard is for people interpreting and applying a stowage plan for the loading and discharging of any cargo aboard cargo vessels, in conjunction with the ship's personnel and their agents.

Demonstrate and apply knowledge and understanding of basic dynamic and static stresses due to movement in a seaway with respect to lashing arrangements and cargo location.

ASSESSMENT CRITERIA

ASSESSMENT CRITERION 1

1. The movement of cargo due to ship's motion at sea is anticipated and explained.

ASSESSMENT CRITERION 2

2. Lashing points are identified and lashing material and equipment prepared, as per cargo type and location on board, in anticipation of dynamic stresses.

3. Cargo is appropriately secured to prevent movement at sea, as per vessel and shipper's requirements.

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS

Accreditation process (including moderation):

Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.

Moderation of assessment will be done by the relevant ETQA at its discretion.

The following methods of assessment have been identified as the preferred measurement and assessment of learner competence in the above-mentioned Performance Assessment Criteria:

In-situ (on the job) observations or simulation

Oral assessment methods (e.g. presentations)

Written tests/case studies/projects

A portfolio of evidence - valid, reliable and authentic evidence from past achievements and experience may serve to supplement the assessment of applied competence. The portfolio should include inter alia:

Written statements from persons (e.g. current and/or previous employer, colleague, peer, manager, external customers) confirming competence of the learner

Relevant certificates or awards

Previous assessment records

Journals/logbook

These methods must be carefully selected based on the purpose of the assessment (for example, the written method could be used to assess knowledge, or the on-job demonstration for measurement of practical competence).
The assessment must integrate a number of different methods (no less than three of those detailed above) in order to give the assessor reliable and valid proof of competence and evidence of required attitudes.

Use science and technology effectively and critically (showing responsibly towards the environment and health of others): in relation to the use of dedicated software for the interpretation of stability, bending moment and stress information.

This unit standard has been replaced by unit standard 242973, which is " Understand, interpret and apply ship stowage plan ", Level 4, 12 credits.

Supplementary information:

Definition of Terms as found in the latest edition of the South African Ports Cargo Handling Code of Practice issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904.

It is to be noted that the Maritime Occupational Safety Regulations 1994 (in terms of the Merchant Shipping Act) apply to this Standard and not the Occupational Health and Safety Act.
