PURPOSE OF THE UNIT STANDARD 
A learner competent against this unit standard will be able to plan and implement a cargo handling operation in the stevedoring environment, taking into account the limitations and advantages of basic ship types and designs. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Learners should have achieved a fundamental knowledge of naval architecture and the basic theory of stresses and a basic knowledge of Newton's laws of physics and the interaction of forces. 

UNIT STANDARD RANGE 
This unit standard applies to the skills needed to effectively plan and implement a stevedoring cargo handling operation for any cargo vessel and including the loading, discharge and transfer of cargo, in consultation with ship and warehouse/transport and port/terminal personnel.

ASSESSMENT CRITERIA
 

ASSESSMENT CRITERION 1 
1. The principles of basic ship stability are correctly stated and the implication thereof explained. 
ASSESSMENT CRITERION RANGE 
Hogging, sagging and deck stress allowances, Longitudinal stability (trim), Transverse stability (list), metacentric height and Draft marks.
 

ASSESSMENT CRITERION 2 
2. The principles and implications of deck stress allowances are explained and the numerical value correctly calculated, as per information provided. 

ASSESSMENT CRITERION 3 
3. Ship's structure, including lifting appliance limitations, is interpreted in relation to load (SWL) and implications thereof explained. 


UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
Accreditation process (including moderation):
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.
  • Moderation of assessment will be done by the relevant ETQA at its discretion.

    Methods and tools of assessment:

    The specific outcomes of this unit standard should be assessed through a practical demonstration by the learner in a stevedoring environment once a theoretical understanding has been achieved.

    The following methods of assessment have been identified as the preferred measurement and assessment of learner competence in the above-mentioned Performance Assessment Criteria:
  • In-situ (on the job) observations or simulation
  • Oral assessment methods (e.g. presentations)
  • Written tests/case studies/projects
  • A portfolio of evidence - valid, reliable and authentic evidence from past achievements and experience may serve to supplement the assessment of applied competence. The portfolio should include inter alia:
  • Written statements from persons (e.g. current and/or previous employer, colleague, peer, manager, external customers) confirming competence of the learner
  • Relevant certificates or awards
  • Previous assessment records
  • Journals/logbook

    These methods must be carefully selected based on the purpose of the assessment (for example, the written method could be used to assess knowledge, or the on-job demonstration for measurement of practical competence).
    The assessment must integrate a number of different methods (no less than three of those detailed above) in order to give the assessor reliable and valid proof of competence and evidence of required attitudes. 

  • UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed in the assessment criteria attached to the specific outcomes of the unit standard. It is unlikely that candidates will achieve all the assessment criteria without this
    underpinning knowledge and this will be inferred from the observable performance against the defined assessment criteria.
  • Basic numerical ability of addition, subtraction, multiplication and division
  • Newton's Laws of Physics
  • Parallelogram of Forces (Triangle of Forces)
  • Basic knowledge of naval architecture and basic theory of stresses

    Use science and technology effectively and critically (showing responsibly towards the environment and health of others): in relation to the use of lifting appliances and lifting gear.

    Definition of Terms as found in the latest edition of the South African Ports Cargo Handling Code of Practice issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904.

    It is to be noted that the Maritime Occupational Safety Regulations 1994 (in terms of the Merchant Shipping Act) apply to this Standard and not the Occupational Health and Safety Act.
