PURPOSE OF THE UNIT STANDARD 
Learners working towards this standard will be working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competencies to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Gathering, interpreting, analysing and presenting relevant geographic, statistical and other information.
  • Analysing and synthesising the critical development challenges, strengths, opportunities of the municipal area and economy.
  • Analysing and synthesising the critical governance challenges, strengths, opportunities of the municipality and other role players in the municipal area.
  • Achieving consensus and commitment on long and medium term municipal-wide development priorities.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard should be competent in Communication at NQF level 4 and Computer Literacy at NQF level 3. 

    UNIT STANDARD RANGE 
  • Poverty and potential are identified and interpreted in line with the NSDP, the provincial level agreement on poverty and potential.
  • Geographic areas refer to the various sub-regional areas/functional components/wards in a city/settlement/district in this regard.
  • Municipal wide data is gathered on key aspects influencing development and governance.
  • The responsibility for data gathering and information analysis rests primarily with the various line departments, functional units and respective stakeholders.
  • Provincial government and district municipalities have a role in supporting coordinated analysis and planning.
  • An integrated municipal profile should be spatially represented and interpreted, and as far as possible be done on mutually agreed upon baseline data.

    SPECIFIC OUTCOME 1 
    Gather, interpret, analyse and present relevant geographic, statistical and other information. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Relevant and meaningful data and information to be gathered, and appropriate formats to represent it, are identified and terms of references developed for responsible role players to gather, interpret and present the data/information. 

    ASSESSMENT CRITERION 2 
    A process is proposed for presenting a synthesis of relevant information and aspects internally and externally (for example at each identified intergovernmental forums/structures) and for reporting back to the relevant structures/units in the municipality. 

    ASSESSMENT CRITERION 3 
    The role of the spatial framework in contributing towards reaching a mutual understanding of development challenges, supporting joint prioritisation, ensuring spatial cohesion, co-ordinating strategic resource allocation, and enabling co-ordinated implementation is explained and illustrated. 

    ASSESSMENT CRITERION 4 
    The role of information registers and data basis of the municipality such as the indigent register is explained and illustrated. 

    SPECIFIC OUTCOME 2 
    Analyse and synthesise the critical development challenges, strengths, opportunities of the municipal area and economy. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The current and future (medium and long term) development challenges, including service backlogs (as well as underlying causes thereof), land reform needs, economic degradation etc. in the municipal area are determined, articulated and monitored in terms of severity, impact, and extent. 

    ASSESSMENT CRITERION 2 
    The critical strengths and opportunities, (existing and future) in a municipal area, the inter-relatedness/synergies as well as possible success factors are synthesised, reported on and monitored. 

    ASSESSMENT CRITERION 3 
    The state of the municipal area, settlements and the environment are evaluated in terms of the principles of sustainable human settlement and environmental sustainability. 

    ASSESSMENT CRITERION 4 
    The vibrancy and sustainability of the municipal space economy is evaluated. 

    ASSESSMENT CRITERION 5 
    An agreement on the extent and location of poverty and development potential, and the relation between that, is reached on a district and metropolitan level and compared with relevant areas. 

    ASSESSMENT CRITERION 6 
    The interconnectedness between the municipal area and its neighbouring municipalities, broader regional, provincial and national context in terms of infrastructure, natural resources, social services, economic linkages, urbanisation/migration patterns, etc. is determined, analysed and appropriately reported on. 

    SPECIFIC OUTCOME 3 
    Analyse and synthesise the critical governance challenges, strengths, opportunities of the municipality and other role players in the municipal area. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The impact of municipal government actions and development strategies in delivering services and creating sustainable settlements, and in supporting national policies and programmes are analysed, interpreted and evaluated. 

    ASSESSMENT CRITERION 2 
    Service level information is compared to RDP and other relevant standards, as well as with that of surrounding and similar municipalities, and the province and evaluated in terms of municipal capacity and resources. 

    ASSESSMENT CRITERION 3 
    Financial viability, effective resource allocation and implementation, and transformation of the municipal government is analysed and implications are interpreted. 

    ASSESSMENT CRITERION 4 
    The key services and interventions that other agencies, organs of state, the private sector and the community deliver and/or can bring are identified and evaluated in terms of the effect on the municipal area. 

    ASSESSMENT CRITERION 5 
    Key integrated programmes where resources are/have to be jointly allocated between the municipality and other institutions in pursuit of a development objective are identified. 

    SPECIFIC OUTCOME 4 
    Achieve consensus and commitment on long and medium term municipal-wide development priorities. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A process is designed and facilitated where political priorities, community and stakeholder needs, as well as medium and long term sustainability considerations can be debated and considered, within the context of existing resource constraints, legal requirements and pre-committed projects/expenditures. 

    ASSESSMENT CRITERION 2 
    A framework to reconcile and interpret development priorities on a ward, regional and municipal- wide level is designed and agreed on between relevant role players. 

    ASSESSMENT CRITERION 3 
    Buy-in and involvement in information sharing and agenda setting are obtained by senior management within the municipality. 

    ASSESSMENT CRITERION 4 
    Municipal-wide development issues are consolidated and signed-off by the representative forum and council.
