PURPOSE OF THE UNIT STANDARD 
Learners working towards this standard will be working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Monitoring and reporting on the progress towards the achievement of targets and projects set out in the business plans, on a quarterly and annual basis.
  • Monitoring and reporting on the progress towards the achievement of targets and projects set out in the business plans, on an annual and five yearly basis.
  • Providing appropriate and timeous recommendations and revisions to improve effectiveness and efficiency of the integrated development planning processes, plans and practices in the municipality and on development in the municipal area.
  • Evaluating integrated development planning in terms of its underlying principles.
  • Evaluating the integrated development planning and implementation process in terms of a range of governance principles, concepts and tools.
  • Evaluating the effectiveness and efficiency of the integrated development planning processes and implementation of the IDP.

    Learners accessing this unit standard should be competent in Communication at NQF level 4 and Computer Literacy at NQF level 3.

  • Principles of good governance are listed and explained with reference to integrated development planning and implementation in own work context.

    SPECIFIC OUTCOME 1 
    Monitor and report on the progress towards the achievement of targets and projects set out in the business plans, on a quarterly and annual basis. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The optimal use of the performance management system to enable regular monitoring and reporting on progress on a quarterly and annual basis is explained and ensured. 
    ASSESSMENT CRITERION RANGE 
    The range of data sets will include manual and electronic possibilities; financial statements; balanced score-card options, spatial interpretations.
     

    ASSESSMENT CRITERION 2 
    The quarterly and annual reporting of performance against plan is motivated and facilitated. 

    ASSESSMENT CRITERION 3 
    A way to challenge role players to optimize the delivery process and activities as required is designed. 

    ASSESSMENT CRITERION 4 
    Recommendations are made and action taken where required to remove operational blockages, amend projects, phasing of projects, procurement processes, budget allocation etc. to improve implementation and impact. 

    SPECIFIC OUTCOME 2 
    Monitor and report on the progress towards the achievement of targets and projects set out in the business plans, on an annual and five yearly basis.

    ASSESSMENT CRITERION 1 
    Measurable indicators for municipal wide targets are designed, tested and buy-in ensured. 

    ASSESSMENT CRITERION 2 
    The use of available statistical data for the municipal area, customer satisfaction studies, quality of life indexes, etc. from a variety of other sources, in monitoring development outcomes and targets is explored and utilised. 

    ASSESSMENT CRITERION 3 
    A framework is designed and the monitoring of medium term municipal wide objectives and targets on an annual basis is facilitated. 

    ASSESSMENT CRITERION 4 
    A framework is designed and the monitoring of long term municipal wide objectives and targets on a five yearly basis is facilitated. 

    ASSESSMENT CRITERION 5 
    A methodology is set in place to benchmark and compare the development and service delivery outcomes in the municipality against/with that in other areas. 

    SPECIFIC OUTCOME 3 
    Provide recommendations and revisions to improve effectiveness and efficiency of the integrated development planning processes, plans and practices in the municipality and on development in the municipal area.

    ASSESSMENT CRITERION 1 
    Quarterly, annual and other reports are used to disseminate information to relevant role players and decision makers timeously. 

    ASSESSMENT CRITERION 2 
    Recommendations are made and action taken where required to improve the impact, effectiveness and efficiency of the integrated development planning and/or other municipal management processes (such as budgeting, performance management, business planning). 

    ASSESSMENT CRITERION 3 
    Revisions agreed to by the task teams/responsible line departments/ decision makers are done in a timeous way and in a suitable format. 

    ASSESSMENT CRITERION 4 
    Recommendations, discussions and revisions are recorded and stored with original plans, documentation, data and monitoring reports.

    Evaluate integrated development planning in terms of its underlying principles.

    The IDP process is evaluated in terms of its contribution to democratise planning and implementation processes and practices.

    The IDP process is evaluated in terms of its contribution to ensure that sustainability principles are applied and valued in municipal planning and governance. 

    ASSESSMENT CRITERION 3 
    The IDP process is evaluated in terms of its contribution to ensure horizontal and vertical integration in prioritisation, resource allocation and implementation. 

    ASSESSMENT CRITERION 4 
    The IDP process is evaluated in terms of its contribution to ensure that municipal planning and governance are implementation orientated. 

    ASSESSMENT CRITERION 5 
    The IDP process is evaluated in terms of its contribution to ensure municipal planning and governance are underlined by strategic thinking and strategic development. 

    SPECIFIC OUTCOME 5 
    Evaluate the integrated development planning and implementation process in terms of a range of governance principles, concepts and tools.

    Governance issues in relation to IDP are monitored, evaluated and reported with recommendations for improvement in areas where governance issues occur.
