PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who are required to apply the correct criteria in constructing safe flight procedures for aviation personnel in visual and instrument flying conditions.

People credited with this unit standard are able to construct safe flight procedures for the following:
  • Design departure procedures.
  • Design instrument approach procedures.
  • Design holding procedures.
  • Design helicopter instrument approach procedures.
  • Design en-route obstacle clearance area procedures.

  • UNIT STANDARD RANGE 
    The terms "aircraft" and "aeroplane" are used as synonyms where appropriate.

    This unit standard should be assessed in visual and instrument flying conditions. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Design departure procedures. 
    OUTCOME RANGE 
    Departure procedures refer to standard instrument departures (SID), non-standard departures and visual flight rules departures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The departure procedure parameters are determined and set in accordance with standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Parameters include establishment of a departure procedure, beginning of the departure procedure, minimum obstacle clearance, end of the departure procedure, average flight path, charting the accuracy.
     

    ASSESSMENT CRITERION 2 
    Straight and turning departure routes are constructed in accordance with standard operating procedures and safety requirements. 

    ASSESSMENT CRITERION 3 
    Omni-directional departure routes are constructed in accordance with applicable areas, obstacle identification surfaces and altitude adjustment for turns. 

    ASSESSMENT CRITERION 4 
    Simultaneous departure routes are constructed in accordance with standard operating procedures and safety requirements for operations on parallel runways. 

    ASSESSMENT CRITERION 5 
    Area navigation departure routes are constructed in accordance with standard operating procedures and safety requirements. 

    SPECIFIC OUTCOME 2 
    Design instrument approach procedures. 
    OUTCOME RANGE 
    Approach procedures will be applied to various types of instrument and visual approaches which include, but are not limited to: instrument landing systems category I-III, localizer only, radar, very high frequency omni-directional radio range with and without final approach fix (FAF), non-directional beacon with and without FAF, Direction Finding Facility, Microwave landing system, area navigation, Barometric Vertical Navigation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The means of fixing terminal areas is explained in terms of the different uses of the fixes and tolerances. 

    ASSESSMENT CRITERION 2 
    Approach procedures are constructed in accordance with standard operating procedures and safety requirements. 
    ASSESSMENT CRITERION RANGE 
    Approach procedures include initial approach segment, intermediate approach segment, final approach segment and missed approach segment.
     

    ASSESSMENT CRITERION 3 
    Safety requirements are identified and explained in terms of altitude, tracks and timing of procedures. 

    ASSESSMENT CRITERION 4 
    The visual manoeuvring area is defined in terms of alignment, obstacle clearances and missed approaches. 

    ASSESSMENT CRITERION 5 
    Minimum sector altitude is described in terms of buffer areas, sector orientation and sectors centred on various facilities. 

    SPECIFIC OUTCOME 3 
    Design holding procedures.

    ASSESSMENT CRITERION 1 
    Entry procedures for a holding pattern are constructed in accordance with standard operating procedures and safety requirements. 

    ASSESSMENT CRITERION 2 
    Holding areas are constructed in accordance with standard operating procedures and safety requirements for terminal and enroute procedures. 
    ASSESSMENT CRITERION RANGE 
    Terminal and enroute procedures and will include but is not limited to very high frequency omni-directional radio range/distance measuring equipment and area navigation procedures.
     

    ASSESSMENT CRITERION 3 
    Potential problems are identified and explained in terms of their causes and possible corrective action. 

    SPECIFIC OUTCOME 4 
    Design helicopter instrument approach procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Helicopter unique operations and capabilities are identified and explained in terms of the requirements for approach procedures. 

    ASSESSMENT CRITERION 2 
    The existing design profiles for fixed wing aircraft are amended in accordance with helicopter specific requirements. 

    ASSESSMENT CRITERION 3 
    Potential problems are identified and explained in terms of their causes and possible corrective action. 

    SPECIFIC OUTCOME 5 
    Design en-route obstacle clearance area procedures. 
    OUTCOME RANGE 
    Procedures will include but are not limited to very high frequency omni-directional radio range, non-directional beacon and area navigation procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Obstacle clearance areas are identified and demarcated in accordance with given criteria and instructions. 

    ASSESSMENT CRITERION 2 
    The obstacle clearance area is charted in accordance with accepted navigation procedures. 

    ASSESSMENT CRITERION 3 
    Obstacle clearance areas are constructed in accordance with standard operating procedures and safety requirements for terminal and enroute procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.

    Essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Learners are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the learner's performance.     Notes to assessors:

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
