PURPOSE OF THE UNIT STANDARD 
This unit standard will provide persons with the skill to effectively utilise strategy to understand the strategic process in the contemporary international system. Persons in other departments that are strategic functionaries will also benefit by understanding the strategic process.

The focus of this unit standard is on the strategic and operational level.

Persons credited with this unit standard are able to
  • Demonstrate an understanding of the framework within which strategy functions.
  • Apply the strategic process on the operational level.

    It is assumed that learners are already competent in the ability to communicate effectively in written and verbal English. (NQF Level 4).

    Demonstrate an understanding of the framework within which strategy functions. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The origins and functions of national policy and organisational policy are explained as the guiding framework within which strategy functions. 

    ASSESSMENT CRITERION 2 
    The relations between politics and different strategic levels are described in terms of the process of policy conversion into strategy. 

    SPECIFIC OUTCOME 2 
    Apply the strategic process on the operational level. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The different facets of the formulation of strategy on the strategic levels is analysed within the framework of the contemporary international system. 

    ASSESSMENT CRITERION 2 
    The different strategic concepts are analysed as practiced during the last four decades. 

    ASSESSMENT CRITERION 3 
    The link between the strategic and operational level is explained in terms of the influence that strategy exerts on the operational level. 

    ASSESSMENT CRITERION 4 
    The relationship between policy aims, resources, restrictions and constraints are analysed in terms the framework within which strategy functions. 

    ASSESSMENT CRITERION 5 
    The translation of strategy into tactical obtainable objectives are explained in terms of the process through which battles, major operations and campaigns are used to attain strategic end states. 

    ASSESSMENT CRITERION 6 
    The manifestation of the strategic process in the commander's appreciation is analysed in accordance with the management of conflict within a specific theatre. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider with the relevant ETQA.

    Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    Anyone wishing to be assessed against this unit standard (including RPL) may apply to be assessed by a relevant provider institution, which is accredited by the relevant ETQA.

    For an applicant to register as an assessor, the applicant needs:
  • Subject matter experience at or above the level of this unit standard. Experience in strategic intelligence or diplomacy environment and/or experience in operational policy/planning at strategic level.
  • The assessor needs to be competent in the unit standard "Conduct Standard Based Assessment" NQF level 5 and "Design and Develop Assessment Criteria" NQF Level 5.
  • The subject matter experience of the assessor can be established by recognition of prior learning.

    Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.
