PURPOSE OF THE UNIT STANDARD

This Unit Standard is intended to promote an in depth knowledge and understanding of current affairs that may impact positively or negatively on the Department of Home Affairs in order to ensure knowledgeable and informed workers. It requires application of knowledge and interpretation of current affairs and provides an opportunity for the learner to integrate knowledge of departmental processes and to engage in thinking processes at a high level.

The qualifying learner is capable of:

Analysing reports relating to the image of the Department of Home Affairs.

Analysing information relating to immigration trends.

Analysing reports relating to changing demographics.

Analysing issues relating to legislation and international conventions.

SPECIFIC OUTCOME 1

Analyse reports relating to the image of the Department of Home Affairs.

ASSESSMENT CRITERIA

ASSESSMENT CRITERION 1

Issues relating to instances of fraud and corruption are analysed in terms of what happened, why, how the incident occurred and the implications and consequences for the Department, employees, individuals involved and the general public.

ASSESSMENT CRITERION 2

Indications of how the media and the public may undermine the reputation or image of the Department are identified with reference to the underlying problem at the Department of Home Affairs and/or misinformation or unreported facts in each report.

ASSESSMENT CRITERION 3

Reports relating to service delivery are analyse to determine the reasons for good or poor service delivery and suggestions are made as to how service delivery impacts on the image of the Department.

ASSESSMENT CRITERION 4

Issues relating to the image of the Department internationally are analysed for positive and negative implications and consequences.

Analyse reports relating to immigration trends.

ASSESSMENT CRITERION 1

Positive immigration trends are discussed with reference to brain gain and drain.

ASSESSMENT CRITERION 2

Negative immigration trends are discussed with reference to human trafficking, human smuggling, the brain drain and xenophobia.

ASSESSMENT CRITERION 3

Reports relating to the Department's relationship with the South African Revenue Service (SARS), South African Police Services (SAPS), the National Intelligence Agency (NIA) and foreign embassies are identified in order to give an indication of how the organisations work together to manage criminal activities.

ASSESSMENT CRITERION 4

Reports relating to irregular migrants are analysed with reference to countries or origin, why the migrants choose to come to South Africa and related problems.

Analyse reports relating to changing demographics.

ASSESSMENT CRITERION 1

Reports relating to movement of people within South Africa are analysed in terms of possible implications for Departmental and development planning.

ASSESSMENT CRITERION 2

Changing numbers of births, deaths and marriages in local areas are discussed in terms of the implications for the Department of Home Affairs.

Analyse issues relating to legislation and international conventions.

ASSESSMENT CRITERION 1

Reports relating to loopholes in legislation as interpreted by different departments are discussed in order to make suggestions as to how identified problems could be resolved.

ASSESSMENT CRITERION 2

Problems relating to the enforcement of legislation are identified in order to give an indication of the implications and consequences for the Department of Home Affairs if legislation is not enforced correctly.

ASSESSMENT CRITERION 3

Reports relating to human rights issues are analysed in terms of how rights have been infringed and what could have been done to enforce human rights.

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS

An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.

Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

Moderation of assessment will be conducted by the relevant ETQA at its discretion.
