PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who are involved in gathering information on behalf of a Community Development organisation as part of a community needs assessment. It is assumed that the learner is not responsible for designing questionnaires or for analysing and presenting the final findings. It will be useful for gathering accurate information to stakeholders within the relevant community which will assist with the development of community projects. This will facilitate community development planning for all communities. This unit standard offers a pathway for learners who want to follow a career in community development.

The qualifying learner is capable of:
  • Demonstrating understanding of community related data collection techniques.
  • Explaining the requirements for collecting data.
  • Explaining own role in collecting data.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication and Mathematical Literacy at NQF Level 2, or equivalent. 

    UNIT STANDARD RANGE 
    This unit standard deals with activities related to obtaining, recording and passing on information required for community development initiatives. Data collection includes participation in surveys, appraisals, interviews, documentary research, basic community consultations as well as storing and maintaining the data.

    Collection of data in the field, takes place under direct supervision as part of a larger research project. Information may be qualitative and/or quantitative.

    Demonstrate understanding of community related data collection techniques.

    Different techniques for gathering information in a community are described and an indication is given of when each is appropriate.

    Techniques include, but are not limited to, surveys, guided questionnaires, open-ended questionnaires, interviews, focus groups

    Principles that guide data collection are explained within a diverse community context.

    Principles include but are not limited to; accuracy, impartiality, cultural sensitivity, confidentiality and informed consent.
     

    ASSESSMENT CRITERION 3 
    Information from the community is gathered and recorded in accordance with the principles of data collection. 

    SPECIFIC OUTCOME 2 
    Explain the requirements for collecting data. 
    OUTCOME RANGE 
    Requirements include data collection methods, sampling techniques and any other relevant criteria such as meeting legal requirements and/or standards (e.g. organisational, professional or international standards and best practise).

    The importance of careful, accurate data gathering is explained and an indication is given of the consequences of bias and misrepresenting information. 

    ASSESSMENT CRITERION 2 
    Ethical issues relating to data collection in the community are identified with reference to a specific investigation and viable solutions are proposed. 

    ASSESSMENT CRITERION 3 
    Different types of stakeholders are identified as sources for data collection. 
    ASSESSMENT CRITERION RANGE 
    Sources include but are not limited to organisations, community decision makers, legisaltion and media.

  • Assessors for this unit standard must be registered as an assessor with the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Moderation of assessment will be overseen by the appropriate ETQA according to the moderation guidelines and the agreed ETQA procedures.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
