PURPOSE OF THE UNIT STANDARD 
This Unit Standard has been designed for programme leaders or coordinators, project officers, communications officers or persons responsible for facilitating access to gender services and structures in a range of different contexts including public, private and civil society. It will enable learners to gain the necessary knowledge and skills to provide relevant information to clients who require information on and access to such services and/or structures.

Learners accredited with this Unit Standard will be capable of:
  • Explaining the role and function of gender services and structures.
  • Illustrating ways to promote awareness of how clients can access and use gender services and structures.
  • Recommend ways to improve access to gender services and structures. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication skills at NQF Level 2. 

  • UNIT STANDARD RANGE 
  • Services refer to government services including but not limited to water, sanitation, housing, health and welfare.
  • Structures refer to clinics, legal aid offices, hospitals, courts, etc. Beneficiaries refer to women, men, youth, people with disabilities and people with special needs.

    Explain the role and function of gender services and structures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Services that support gender equality and women's empowerment are identified and explained in terms of their role, function and responsibilities. 

    ASSESSMENT CRITERION 2 
    Structures that support gender equality and women's empowerment are identified and explained in terms of their role, function and responsibilities. 

    ASSESSMENT CRITERION 3 
    The process in which services and structures perpetuate and/or address gender inequality are explained with examples. 

    ASSESSMENT CRITERION 4 
    A gender service/structure is researched in order to understand the structure, process and procedures in terms of how the organisation deals with a specific gender issue or problem. 

    ASSESSMENT CRITERION 5 
    The quality of service from the gender services and/or structures is discussed and compared in terms of compliance with batho pele principles and in order to identify success rate, trends and gaps for the purpose of making recommendations. 

    SPECIFIC OUTCOME 2 
    Illustrate ways to promote awareness of how clients can access and use gender services and structures.

    ASSESSMENT CRITERION 1 
    The types of clients who require access to or use gender services and structures are identified and described in terms of needs and contexts in order to understand how to deal effectively with queries. 

    ASSESSMENT CRITERION 2 
    The various strategies and methods of communicating information on gender services and structures are analysed in terms of quality, effectiveness and access. 

    ASSESSMENT CRITERION 3 
    Problems associated with access to gender services and structures are explained with examples of how to deal with or address them. 
    ASSESSMENT CRITERION RANGE 
    Problems include but are not limited to:
  • Resource allocation, communication, availability, accessibility, contexts including rural and urban, etc.
     

  • ASSESSMENT CRITERION 4 
    Awareness raising activities regarding gender services and structures are identified and analysed in terms of their effectiveness and success. Activities include dealing with different contexts and diversity issues, etc. 

    ASSESSMENT CRITERION 5 
    An intervention is developed and presented for the purpose of improving client access to and use of gender services and structures. 

    SPECIFIC OUTCOME 3 
    Recommend ways to improve access to gender services and structures.

    Recommendations are made to address the gaps and improve access to gender services and structures.

    Methods of facilitating clients to access gender services and structures are identified and explained for specific needs.

    A guideline is developed which informs clients on how to access gender services and structures according to specific needs.

    Strategies and methods are identified and explained in order to address strengths and weaknesses and recommendations are made to address the gaps. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in any related Qualification in this field.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in GEWE or a related sub-field of Human and Social Studies at a minimum of NQF Level 6.
